On or before the first Monday in February following a municipal election, the Mayor, with the advice and consent of the City Council, may appoint a qualified person to the office of City Recorder. The office of the City Recorder shall be located at the City offices. The City Recorder shall attend meetings of the City Council and keep a record of its proceedings. The City Recorder shall act as the City’s auditor of financial accounts and shall have all other powers and duties as provided in the current version of the Utah Code as amended.
