The city council hereby finds and concludes:
A. Scientific, medical, and dental opinion has found that the presence of fluorine in drinking water is a deterrent to tooth decay;
B. Fluorine is not found in beneficial concentration in the natural supply of water distributed to the citizens of Helper City;
C. Fluoridation of drinking water under such conditions as exist in this municipality has been endorsed by the United States Public Health Association, the American Dental Association, the American Water Works Association, and the Utah State Department of Health;
D. It appears that fluorine can be introduced into the drinking water of Helper City as a measure to promote the public health and welfare. [Ord. dated 4-12-56; Rev. Ord. 1945 § 311-A; Code 1988 § 12-3-1].
8.20.020 Culinary water supply to be fluoridated – Fluoridation equipment to be installed and maintained.
The superintendent of the water department is hereby authorized and directed to provide the means, and to proceed with the introduction of fluorines into the public water supply of the city, provided the plans for the necessary equipment, installation, and operation involved in such introduction be first approved by the Utah State Department of Health, the city engineer, and the city physician.
