7.10.010 Fire Department created.
There is hereby created a department to be hereafter known as the Syracuse Fire Department, the object of which shall be the prevention of fire and the protection of life and property within the limits of the City of Syracuse. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.010.]
7.10.020 Composition of Department.
The Department shall consist of a Fire Chief and such other members as the City may from time to time prescribe. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.020.]
7.10.030 Duties of Chief.
(A) The Chief shall formulate a set of rules and regulations to govern the Department, and shall be responsible for the personnel, morale and general efficiency of the Department.
(B) The Chief shall determine the number and kind of companies of which the Department is to be composed and shall determine the response of such companies to alarms.
(C) The Chief shall at least once a month conduct suitable drills or instruction in the operation and handling of equipment, first aid and rescue work, salvage, a study of buildings in Syracuse, fire prevention, water supplies, and all other matters generally considered essential to good firemanship and safety of life and property from fire.
(D) The Chief is hereby required to assist the proper authorities in suppressing the crime of arson by investigating or causing to be investigated the cause, origin, and circumstances of all fires.
(E) The Chief shall see that complete records are kept of all fires, inspections, apparatus and minor equipment, personnel and other information about the work of the Department.
(F) The Chief shall report monthly, or at such other intervals as the City Council may direct, to the Council the condition of the apparatus and equipment; the number of fires during the month, their location and cause, and the date of same and loss occasioned thereby; the number and purpose of all other runs made; and the number of members responding to each fire or other run, and any changes in membership.
(G) The Chief shall make a complete annual report to the City Council, together with comparative data for previous years and recommendations for improving the effectiveness of the Department.
(H) The Chief of the Fire Department may detail such members of the Fire Department as Inspectors as shall from time to time be necessary. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.030.]
7.10.040 Divisions.
In order to carry out its functions, the Fire Department is divided as follows:
(A) Fire administration.
(B) Fire prevention.
(C) Emergency services.
(D) Support services.

7.10.050 Membership.
The membership of the Department shall consist of such persons as may be appointed by the Chief. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.050.]
7.10.060 Equipment.
The Department shall be equipped with such apparatus and other equipment as may be required from time to time to maintain its efficiency and properly protect life and property from fire. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.060.]
7.10.070 Recommendations for purchase.
Recommendations of apparatus and equipment needed shall be made by the Chief, and after approval by the City Council shall be purchased in such manner as may be designated by the Council. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.070.]
7.10.080 Equipment to be safely kept.
Fire suppression equipment shall not be obstructed, removed, tampered with or otherwise disturbed, and shall be installed and maintained, all in accordance with the International Fire Code. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.080.]
7.10.090 Tampering with emergency vehicle.
A person shall not, without proper authorization from the Fire Chief, cling to, attach himself to, climb upon or into, board, or swing upon any Fire Department emergency vehicle, whether the vehicle is in motion or at rest, or sound the siren, horn, bell or other sound-producing device thereon, or to manipulate or tamper with, or attempt to manipulate or tamper with, any levers, valves, switches, starting devices, brakes, pumps, or any equipment or protection clothing on, or a part of, any Fire Department emergency vehicle. It shall be unlawful for any person to damage or deface, or attempt or conspire to damage, or deface, any Fire Department emergency vehicle at any time, or to injure, or attempt to injure, or conspire to injure Fire Department personnel while performing departmental duties. 7.10.100 Alarm system.
Suitable arrangements or equipment shall be provided for citizens to turn in an alarm, and for notifying all members of the Department so that they may promptly respond. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.100.]
7.10.110 Private use of equipment prohibited.
No person shall use any fire apparatus or equipment for any private purpose, nor shall any person willfully and without proper authority take away or conceal any article used in any way by the Department. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.110.]
7.10.120 Unauthorized entry of place where fire apparatus stored prohibited.
No person shall enter any place where fire apparatus is housed or handle any apparatus or equipment belonging to the Department unless accompanied by, or having the special permission of, an officer or authorized member of the Department. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.120.]
7.10.130 Mutual aid or cooperative agreements.
The City Council may enter into agreements or contracts with nearby incorporated communities or governing bodies of other organizations to provide the members of such communities or organizations with fire protection or to establish a mutual aid system, and the City shall not be liable for damage to persons or property resulting from firefighting equipment being outside the City limits pursuant to such agreements. 7.10.140 Issuance of badge.
Each member of the Department may be issued a badge designating his rank, when determined necessary and advisable by the Chief. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.140.]
7.10.150 Auto insignia.
Each member of the Department driving a car shall be issued a suitable insignia to be attached to the car. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.150.]
7.10.160 Penalty for violation.
Any person violating the provisions of this chapter shall be guilty of an offense as indicated in SCC 7.05.070. [Ord. 12-27 § 1 (Exh. A); amended 1986; Code 1971 § 7.02.160.]
7.10.170 Department members to enforce.
All regularly appointed members of the Department are hereby given the necessary special police powers for the purpose of enforcing the provisions of this chapter. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.170.]
7.10.180 Police Officers to assist.
It is hereby made the special duty of the Chief of Police and/or other Peace Officers who may be on duty and available for fire duty, to respond to all fire alarms and assist the Department in the protection of life and property, in regulating traffic, maintaining order, and in enforcing observance of all sections of this chapter. 7.10.190 Special officers.
The Department may elect a President, Vice President, Secretary, and Treasurer, to be known as Firefighters’ Association Officers. Such officers may be elected in any manner and for any term the membership may decide upon, and their duties shall be to arrange for and manage any or all social functions sponsored by the Department. 7.10.200 Intent of chapter.
In adopting the foregoing chapter, it is the declared intent and purpose of the City Council to comply with the provisions and recommendations of the Utah State Fire Prevention. [Ord. 12-27 § 1 (Exh. A); Code 1971 § 7.02.200.]
7.10.210 Severability.
If any provision of this chapter or its application to any person or circumstance is held to be invalid by a court of competent jurisdiction, the invalidity does not affect other provisions or applications of this chapter which can be given independent effect.
