13.05.010 Procedures to conform to state law.
The “Uniform Fiscal Procedures Act for Utah Cities” relating to the fiscal procedures of cities of the state of Utah shall be followed in the City of Syracuse. [Ord. 21-30 § 1 (Exh. A); Code 1971 § 3-1-1.]
13.05.020 Fiscal year.
The fiscal year shall begin July 1st and end June 30th of each year. [Code 1971 § 3-1-2.]
13.05.030 Preparation of budget.
On or before the first regularly scheduled City Council meeting in May of every year, the Budget Officer shall prepare for the ensuing year and file with the City Council a tentative budget for each fund for which a budget is required. The budget shall be prepared as outlined in Section 10-6-111, Utah Code Annotated 1953. [Ord. 06-10 § 1; Code 1971 § 3-1-3.]
13.05.040 Available for public inspection.
The tentative budget, as amended by the City Council, and all supporting schedules and data shall be a public record in the office of the City Recorder, available for public inspection for a period of at least 10 days prior to the adoption of a final budget. [Code 1971 § 3-1-4.]
13.05.050 Notice of public hearing to consider adoption of budget.
At a meeting of the City Council at which the tentative budget is adopted, the City Council shall determine the time and place of a public hearing to consider the adoption of the budget and shall order that notice thereof be published at least seven days prior thereto by publication in at least one issue of a newspaper of general circulation in the City. 13.05.060 Public hearing on budget.
At the time and place so advertised, or any time and place to which such public hearing may be adjourned, the City Council shall hold a public hearing on the budget as submitted, at which all interested persons shall be given an opportunity to be heard, for or against the estimates of revenue and expenditures or any item thereof in any fund. [Code 1971 § 3-1-6.]
13.05.070 Adoption of budget.
After the conclusion of the public hearing, the City Council may continue its review of the tentative budget and may insert such new items or may increase or decrease such items of expenditure as were the proper subject of consideration at said public hearing, except as restricted by law.
On or before June 22nd of each fiscal year, or in the case of a property tax increase, before August 17th, the City Council shall by resolution adopt a budget for the ensuing fiscal year for each fund for which a budget is required by law. A copy of the final budget shall be certified and filed with the State Auditor within 30 days after adoption. [Ord. 06-10 § 1; Code 1971 § 3-1-7.]
13.05.080 Budget filing for public inspection.
Upon final adoption, the budgets shall be in effect for the next fiscal year, subject to later amendment. A certified copy of the adopted budgets shall be filed in the office of the City Recorder and shall be available to the public during regular business hours. [Ord. 06-10 § 1; Code 1971 § 3-1-8.]
