KEY BOX SYSTEM

8.40.010 Key box system.
(1) The following structures shall be equipped with a key box system listed in accordance with Underwriters Laboratories (UL) 1037 standard at or near the main entrance of such other location as required by the Staunton fire chief or Staunton chief of police:
(a) Commercial, industrial, or higher education or special education structures protected by an automatic alarm system or automatic fire suppression system, or such structures that are secured in a manner that restricts access during an emergency;
(b) Multifamily residential structures that have restricted access through locked doors and have a common corridor for access to the living units; and
(c) Governmental structures and nursing care facilities.
(2) All newly constructed structures subject to this section shall have a key box system listed in accordance with UL 1037 installed and operational prior to the issuance of an occupancy permit. All structures in existence on the effective date of this section and subject to this section shall have one year from the effective date of this section to have a key box system listed in accordance with UL 1037 installed and operational.
(3) The Staunton fire chief or Staunton chief of police shall designate the style of key box system to be implemented within the city and shall have the authority to require all structures to use the designated style.
(4) The owner or operator of a structure required to have a key box system listed in accordance with UL 1037 shall, at all times, keep a key, key fob, or key card in the key box system that will allow for access to the structure.
(5) The Staunton fire chief or Staunton chief of police shall be authorized to implement administrative rules and regulations for the use of the key box system.
(6) If a property is deemed to be out of compliance with this code section, the city will purchase and install a key box system listed in accordance with UL 1037 at the owners’ expense. Failure to provide the appropriate key, key fob, or entry card may result in a violation of this section, which shall be punishable by a $100.00 fine. (Ord. 2024-26).
