LAW AND JUSTICE COUNCIL

2.96.010 Created—Membership.
A. The Adams County law and justice council shall be composed as hereinafter provided.
B. The council shall include the following members:
1. Member of board of county commissioners;
2. County sheriff;
3. City of Ritzville chief of police;
4. City of Othello chief of police;
5. County prosecutor;
6. City of Ritzville municipal prosecutor;
7. City of Othello municipal prosecutor;
8. Representative of city of Othello legislative authority;
9. Representative of city of Ritzville legislative authority;
10. Representative of town of Lind legislative authority;
11. Representative of town of Washtucna legislative authority;
12. Representative of town of Hatton legislative authority;
13. Superior court judge;
14. District court judge, Othello judicial court district;
15. District court judge, Ritzville judicial court district;
16. County jail administrator;
17. County clerk;
18. Representative of Adams County Community Network;
19. Representative of Department of Corrections;
20. County public defender/contract administrator;
21. Administrator of juvenile court services.
Any such member, individually named, may designate a representative to attend council meetings on their behalf; provided, however, that such designation shall be in writing and filed with the clerk of the Adams County board of commissioners. (Res. R-19-08 (part))
2.96.020 Meetings—Officers.
The administrative structure of the council shall be as follows:
A. The council shall meet four times each year on the third Thursday of the months of January, April, August and October. Meeting locations and meeting times shall be set by consensus of the council members.
B. All meetings of the council shall be governed by the latest edition of Robert’s Rules of Order.
C. A quorum shall consist of a minimum of five members of the defined positions on the council or of their designees as on file with the clerk of the board of commissioners.
D. The council shall organize and elect a chair, vice-chair, and secretary at the first scheduled meeting in 2008, and at the time of the first scheduled meeting of each calendar year thereafter. (Res. R-02-10; Res. R-19-08 (part))
2.96.030 Duties.
The council shall fulfill the duties set forth in RCW Chapter 72.09 through performance of the following:
1. Study, research, and evaluate matters impacting the criminal justice system within Adams County so as to promote the most effective and efficient use of criminal justice resources.
2. Serve as an advisory body to the board of county commissioners with regard to issues concerning future criminal justice planning, funding, and cooperation with state and federal agencies.
3. Submit a report by the thirty-first day of September, 2009, and by the thirty-first day of each September thereafter to the board of county commissioners, and each municipal legislative authority, setting forth the council’s recommendations for criminal justice issues to be addressed in the following calendar year.
