16.24.010 Preparation of land division surveys.

The survey of every proposed land division action (preliminary plat, final plat, short plat, boundary line adjustment, alterations to existing land divisions, and binding site plan) shall be made by or under the supervision of a professional land surveyor, registered in the state of Washington, who shall certify on the plat that it is a true and correct representation of the lands actually surveyed. All surveys shall conform to standard practices and principles for land surveying, standards set forth by WAC Chapter 332-130, and RCW Chapters 58.09 and 58.17. (Ord. O-01-24 § 1 (Exh. 16.24.020 Survey notes—Accuracy.

A.    The surveyor shall provide the county engineer with a full set of survey notes, which notes shall clearly show:

1.    The ties to each (at least two) permanent monuments, which may include the state plane coordinates in accordance with WAC 332-130-060;

2.    At least three durable, distinctive reference points or monuments;

3.    Sufficient data to determine readily the bearing and the length of each line;

4.    The base meridian referred to.

B.    A traverse of the boundaries of the subdivision and all lots and blocks showing closure that meets the requirements of WAC 332-130-090. (Ord. O-01-24 § 1 (Exh. A); Ord. 77-3 § 56)

16.24.025 Survey requirements.

A.    All tracts, open spaces, and easements must be properly identified with the purpose stated.

B.    All existing structures and improvements including buildings, fences, retaining walls, etc., shall be shown on the plat.

C.    Whenever a proposed land division action is adjacent to an existing county right-of-way, the centerline of that road shall be located on the survey. If the existing constructed county right-of-way section falls outside of the documented right-of-way, the surveyor shall identify the existing edge of pavement and limits of the maintained right-of-way section on the survey and show its relationship to said centerline. 16.24.030 Orientation of the subdivision.

Primary survey control points shall be referenced to section corners and monuments. Corners of adjoining subdivisions or portions thereof shall be identified and ties shown. When appropriate, the survey shall reference the recorded or previous survey that was the basis for the currently proposed survey. (Ord. O-01-24 § 1 (Exh. A); Ord. 77-3 § 57)

16.24.040 Permanent control monuments.

A.    Permanent control monuments shall meet the requirements of RCW 58.09.120 and shall be established at:

1.    All controlling corners on the boundaries of the subdivision;

2.    The intersections of the center lines of roads within the subdivision;

3.    The beginning and ends of curves on center lines;

4.    All block corners.

B.    Permanent control monuments may be placed on the offset lines. The position and type of every monument shall be noted on all plats of the subdivision. Permanent control monuments shall be set in two-inch pipe, twenty-four inches long, filled with concrete or shall be constructed of an approved equivalent. (Ord. O-01-24 § 1 (Exh. 16.24.050 Permanent control monuments in roads.

Permanent control monuments within the streets shall be set after the roads are graded. In the event a final plat is approved before roads are graded, the surety deposited to secure grading shall be sufficient to pay the costs estimated by the county engineer of setting such monuments. 16.24.060 Lot corners.

Every lot corner shall be marked by a three-quarters-inch galvanized iron pipe or approved equivalent driven into the ground. (Ord. O-01-24 § 1 (Exh. A); Ord. 77-3 § 60)
