ADVISORY PARK BOARD

2.16.010 Created.
There is created an Advisory Park Board consisting of no less than three nor more than five members. (Ord. C-673 § 1, 2008; Ord. C-462, 2001)
2.16.020 Membership.
The Board shall consist of no less than three nor more than five individuals who are interested in the future direction of the parks and recreation programs and facilities who reside within or have an interest in the City. Following the appointment by the Mayor, the members will be confirmed by the City Council. (Ord. C-673 § 2, 2008; Ord. C-462, 2001)
2.16.030 Terms – Vacancy filling.
The terms of the Park Board shall be for three years; provided, that the first term of office the appointed members shall be staggered so that one term of office shall expire each year. At the expiration of each member’s term, a successor shall be appointed for a term of three years. Members shall serve until their successors have been appointed and qualified. Vacancies shall be filled in the same manner in which original appointments are made, but appointments to fill vacancies shall be only for the remainder of the unexpired term. (Ord. C-462, 2001)
2.16.040 Financial obligation.
Park Board members shall receive no compensation for their services. (Ord. C-462, 2001)
2.16.050 Organization.
Immediately after their appointment, members of the Board shall meet and organize by electing from the members a president, a secretary and such other officers as may be necessary. These appointments will be for a period of one year. Election of officers will occur yearly at the first meeting following January 31st of each year. It shall be the duty of the president to reside at all the meetings of the Board and of the secretary to keep notes at all proceedings of the Board. A majority of the Board shall constitute a quorum for the transaction of business and a majority vote of those present shall be necessary to carry any proposition. Meetings of the Board shall be held the first Thursday following the first Monday of each month. (Ord. C-544, 2003; Ord. C-462, 2001)
2.16.060 Duties.
The Board shall advise City staff regarding the direction of the parks in the planning and development of facilities and programs. The Board will serve as the City’s Tree Board and shall advise City staff regarding the direction of the City’s urban forestry program as it relates to City property. The Board and City staff shall submit to the City Council an annual work plan for the following year containing recommendations for the direction of programs and facilities, as it may deem advisable. Work plans are filed with the City Council. The information provided assists the City Council in preparing the budget for the operation of the City parks and recreational programs, necessary facilities and acquisition of land, and structures or facilities needed therefor. 2.16.070 Staff support.
Administrative staff support to the Advisory Park Board shall be provided as directed by the City Manager. (Ord. C-544, 2003)
