9.04.010 Definitions – Statutory provisions adopted.
A. “Person,” wherever used in this title, means and includes natural persons of either sex, associations, partnerships and corporations, whether acting by themselves or by servant, agent or employee.
B. The singular number shall, when necessary, be held and construed to include the plural and the masculine pronoun to include the feminine.
C. The definitions of terms and offenses contained in RCW Title 9A, three copies of which are on file with the City Clerk-Treasurer, are adopted in this title by reference. (Ord. 157 § 2.4, 1976)
9.04.020 Purpose.
It is the purpose of this title to:
A. Forbid and prevent conduct that inflicts or threatens harm to individual or City interests;
B. Give fair warning of the nature of the conduct declared to constitute an offense;
C. Differentiate on reasonable grounds between serious and minor offenses;
D. Prescribe proportionate penalties for each;
E. Revise and update the substantive content of Ordinance No. 120 relating to public health and safety. (Ord. 157 § 2.1, 1976)
9.04.030 Construction of provisions.
Every section and subsection thereof of this title shall be construed according to the fair import of its terms. (Ord. 157 § 2.2, 1976)
