Article I. Generally

6.05.010 Compliance required.

No one shall connect to, or discharge into, the wastewater collection system except as authorized by Chapter 6.10 AWWDC and in compliance with its requirements. [Res. SR 977 § 2, 2012].

6.05.020 Connection to District wastewater system.

Consistent with RCW 57.08.005(9) and WAC 246-272A-0025, where a public health agency requires a property owner within the District’s wastewater system service area to connect to that system, the District shall work with the agency and property owner to allow and facilitate such connection.

(1) The General Manager of the District may authorize properties that can be served only by pumping to connect to the District’s system on the following conditions:

(A) The requested service must be for single-family residential units under a single ownership as defined by applicable city, county or state regulations.

(B) The District has evaluated the request to allow pumping and has determined that gravity sanitary sewer service cannot be reasonably and economically obtained at the time service is requested.

(C) The District has determined that no adverse impact to the downstream public gravity sewer system will result.

(D) The District shall provide service in accordance with District policies which include but are not limited to requirements for:

(i) Possible extension of public sanitary sewer collection through a developer extension agreement process to allow for a connection to a public gravity sewer system.

(ii) Purchase of a side sewer permit.

(iii) Payment of general facility charges, local benefit charges and side sewer permit fee.

(iv) Any other District requirements and conditions for access to public sewer facilities in effect at the time of application for side sewer permit(s).

(v) A grinder pump system must be constructed within or immediately adjacent to the property being serviced according to District design criteria as shown in the District’s Developer Extension Agreement & General Provisions and Development Standards & Specifications.

(vi) The property owner will be required to sign an agreement establishing the terms and conditions of service, including but not limited to:

(a) The owner’s agreement to provide a public sanitary sewer easement(s) if requested; and

(b) The owner’s agreement to connect to any future gravity sanitary sewer system, at owner’s expense, and discontinue pumping if gravity sanitary sewer ever becomes available. [Res. SR 990 § 1, 2016; Res. SR 988 § 1, 2014].
