being marked and designated as “Standard Specification for Road, Bridge and Municipal Construction”, current edition, jointly published by the American Public Works Association and the Washington State Department of Transportation, is adopted as the construction code of the city for specifying requirements and covenants and for providing standard forms and drawings, and shall regulate construction of public works to include streets and related work, sanitary sewers, storm sewers, and water distribution. Each and all of the regulations, provisions, penalties, conditions and terms contained therein are referred to, adopted and made part of this code as if fully set forth in this chapter.
