OFFICE OF HUMAN RESOURCES

2.11.010 OFFICE CREATED.
There is created the Office of Human Resources. The Office of Human Resources shall be administered by the Human Resources Manager, subject to the direction and supervision of the City Attorney. (Ord. 5232 §3 (part), 2013)
2.11.020 POSITION.
The Office of Human Resources shall be administered by the Human Resources Manager, or other assigns, subject to the direction and supervision of the City Attorney, or designee. The Human Resources Manager shall report directly to the City Attorney, or designee. The duties of the Human Resources Manager may be assigned to one (1) or more employees in the City Attorney’s Office who shall hereinafter be referred to in this chapter as "Human Resources Manager." 2.11.030 DUTIES.
It shall be the duty of the Human Resources Manager to:
(a) Assist City departments with recruitment, testing and hiring as applicable.
(b) Advise City departments on professional personnel management practices including performance evaluations and employee relations.
(c) Support City Labor Negotiator and negotiations advisory team.
(d) Conduct employee training and counseling.
(e) Administer employee benefit programs.
(f) Maintain personnel records.
(g) Perform salary surveys.
(h) Serve as liaison between the administration and Civil Service Commission.
(i) Coordinate temporary placements in support of the City Workers Compensation Program.
The Human Resources Manager shall perform such other duties as the City Attorney may direct or as may be required by law. (Ord. 5232 §3 (part), 2013)
