2.28.010 Created – Membership – Selection – Compensation.
There is created in the city a city planning commission consisting of seven members to be appointed by the mayor of the city and confirmed by the council. Said board members shall be selected without respect to political affiliation, and they shall serve without compensation. [Ord. 502 § 1, 1979].
2.28.020 Term.
The term for membership of the members of the planning commission shall be six years. [Ord. 502 § 2, 1979].
2.28.030 Vacancy filling – Removal.
Vacancies on the planning commission shall be filled by appointment by the mayor for the unexpired term. Members of the planning commission serve on the commission at the discretion of the mayor and may be removed by the mayor. [Ord. 502 § 3, 1979].
2.28.040 Offices – Meetings – Rules – Record of proceedings.
The planning commission shall elect its own chairman and create and fill such other offices as it may determine it requires. The commission shall hold at least one regular meeting each month for not less than nine months in each year. It shall adopt rules for the transaction of the business and shall keep a written record of proceedings, which shall be a public record. [Ord. 502 § 4, 1979].
2.28.050 Expenditures.
Expenditures of the planning commission shall be within the amounts appropriate for the purpose by the council of the city. Within such limits, the commission may employ such employees and expert consultants as may be deemed necessary for its work. [Ord. 502 § 5, 1979].
2.28.060 Purpose – Powers.
The declared purpose of the planning commission shall be for the preparation of coordinated plans for the physical development of the city as may be deemed reasonably necessary or requisite in the interest of health, safety, morals and the general welfare of said community; and to that end, the commission shall make recommendation to the council of the city for regulation and restriction of the location and use of buildings, structures and land for residence, trade, industrial and other purposes, the height, number of stories, size, construction and design of buildings and other structures, the size of yards, courts and open spaces on lots or tracts, the density of population, the setbacks of buildings along highways and parks, and the subdivision and development of land. 2.28.070 Recommendation duty.
It shall be the duty of the planning commission to advise and make recommendations to the city council on applications for subdivisions, short plats, and matters relating to zoning and the city’s zoning ordinance. [Ord. 502 § 7, 1979].
