17.46.005 Purpose.

The city recognizes that a healthy environment rich with recreational opportunities promotes a high quality of life for the entire community. The intent of this zoning district is to provide opportunities for recreational and/or public facilities to be used to their greatest potential. The general purposes of the parks, recreation and open space district are as follows:

A. To provide opportunities for the continued and future operation of the Castle Rock Fairgrounds, Mount Saint Helens Motorcycle Club Racetrack, North County Recreation Sports Complex, and both the Castle Rock school district and city of Castle Rock facilities;

B. To provide opportunities for future outdoor recreational activities;

C. To preserve scenic qualities and resources and provide contrasts to the built environment;

D. To protect environmentally sensitive areas; and

E. To provide adequate opportunities for location of existing and future public utilities, facilities, and services. [Ord. 2018-02 § 2 (Exh. A), 2018].

17.46.020 Building site requirements.

In the parks, recreation and open space district, PROS, no building shall be hereafter erected or altered in a manner to cause the building to be closer than 25 feet to a property line except for construction of an entrance and/or ticket facility. [Ord. 2018-02 § 2 (Exh. A), 2018].

17.46.050 Off-street parking.

Every permitted structure erected or enlarged used for the purposes of assemblage of persons after the effective date of the ordinance codified in this chapter shall provide off-street parking facilities as required by Chapter 17.52 CRMC, except such requirement shall not apply for temporary structures erected during the Castle Rock Fair. 17.46.060 Caretakers’ facilities permitted.

Caretakers’ facilities shall be allowed for the purposes of security. The facilities shall not be rented or occupied by any party not employed for the purpose of providing security. [Ord. 2018-02 § 2 (Exh. A), 2018].

17.46.070 Signs.

Signs shall be permitted in accordance with the procedures and requirements of Chapter 17.82 CRMC. [Ord. 2018-02 § 2 (Exh. A), 2018].

17.46.080 Occupancy requirements.

Prior to commencement of any use or activity, the fairgrounds manager or his designee shall advise each merchandiser, organization, and/or promoter to check with the Fire District 6 fire marshal for applicable permits and/or inspections. The fairgrounds manager or his designee shall advise the lessee by including the above statement in the lease form(s). It shall be the responsibility of the lessee to comply with applicable fire codes. [Ord. 2018-02 § 2 (Exh. A), 2018].
