2.30.010 Confirmation—Rules implemented.
A. The appointment and operation of the civil service commission as previously operated and presently constituted is approved and confirmed.
B. The civil service shall promulgate rules as necessary for the selection, promotion, and administration of positions within the classified service in the police department. The commission shall also establish procedures for conducting the business of the civil service commission, including procedures for amending their rules. 2.30.020 Rules—Applicable until amended.
The current rules adopted and on file with the civil service commission shall remain in their present form until duly and regularly amended in accordance with the rules of the civil service commission. (Ord. 2161 § 1 (part), 2005: Ord. 1339 § II, 1975).
2.30.030 Rules—Recordation.
A copy of the rules as presently approved and as updated in the future is made a part of the permanent record of the city. (Ord. 2161 § 1 (part), 2005: Ord. 1339 § III, 1975).
2.30.040 Rules—Copies open to inspection.
The city clerk and the chief of the police department shall maintain copies of the rules for examination by police personnel and the public. (Ord. 2235 § 5, 2009: Ord. 2161 § 1 (part), 2005: Ord. 1339 § IV, 1975).
2.30.050 Rules—Not retroactive.
Nothing contained in this chapter shall be construed or interpreted to invalidate any rule or action of the civil service commission from 1935 to date. (Ord. 2161 § 1 (part), 2005: Ord. 1339 § V, 1975).

2.30.070 Rule XXII Physical Fitness.

2.30.080 Exclusions—Police department.
A. Chief of Police. The director of the police department shall be the chief of police, who shall be appointed by the city manager, subject to applicable rules, regulations, or other tenure of office laws; provided, that any person appointed as the chief of police can be removed from office by the city manager for reasonable cause. Any person appointed chief of police shall be excluded from civil service classification. The person seeking appointment to the office of chief of police shall be ineligible for appointment unless that person meets the minimum qualifications established in Section 4, Chapter 339, Laws of the state of Washington, 1987 Session, as the same now exists or may hereafter be amended, which code section is by this reference adopted herein, together with such other qualifications as shall be established by the city manager prior to such appointment.
B. Other Positions. As authorized by RCW 41.12.050, there may be up to four additional unclassified appointments within the police department; provided, that such appointments shall be in the following positions: assistant chief, deputy chief, commander, and administrative assistant or administrative secretary.
