3.52.010 Auditing procedures.

The standing finance committee of not more than three councilmembers as designated by the council serve as the auditing officers for the council as a whole. The duty of such auditing officers shall be to review the claims to be presented for council approval and at least one member of such standing finance committee shall approve in writing those claims determined by the auditing officers to constitute valid claims against the city of Centralia. (Ord. 1582 § 1, 1986).

3.52.020 Review.

In addition to the auditing procedure above, the council shall be presented with a claim summary for its review and approval at a duly constituted meeting of the council. Any councilmember desiring to review the specific detail of any claim or claims being presented shall have the opportunity to do so before voting on the approval of that claim or claims. (Ord. 1582 § 2, 1986).

3.52.030 Payment schedule.

To provide for the orderly payment of the city’s obligations, the council does hereby establish the following regular claim payment schedule:

Claims are to be submitted to the council at the second and fourth regularly scheduled council meetings each month beginning with the month of April, 1986. (Ord. 1582 § 3, 1986).

3.52.040 Warrant issuance.

As supplemental authority, the standing finance committee of the city council is authorized to allow the issuance of warrants for irregular claims including but not limited to emergency matters, the city’s payroll payment program, BPA power billings and other claims which have early payment dates or discounts available by prompt payment; provided, however, any such claim shall be approved in writing by a majority of the standing finance committee and; provided, further, that such preliminary claim approval and warrant issuance shall not constitute final city approval unless or until the city council duly approves such claim or claims as part of its regular business as specified in this chapter.
