1.115.010 Regional Justice Center created.

As authorized by the laws of the state of Washington, including but not necessarily limited to Chapter 70.48 RCW, Chelan County shall operate a jail which shall do business as the Chelan County Regional Justice Center, (“CCRJC”). (Res. 2019-93 (Exh. A)(part), 8/26/19: Res. 2001-93, 7/9/01; Res. 2001-91, 6/26/01).

1.115.030 Inmate programs and services.

The CCRJC is authorized to conduct certain programs and services for the benefit of inmates and public health, safety and welfare. The CCRJC is authorized to collect fees for some of the programs and services offered. Only the fees expressly stated in this chapter are authorized. (Res. 2019-93 (Exh. A)(part), 8/26/19).

1.115.050 Booking fees.

Each person who is booked at the CCRJC may be court ordered to pay a fee of one hundred dollars assessed only upon conviction. The CCRJC may notify the court in the county or city where the charges related to the booking were brought, and may request the court assess the fee upon conviction on behalf of the CCRJC, payable to the clerk of said court. Booking fees shall not be collected by the CCRJC. CCRJC shall not assess nor request the court assess a booking fee if:

(1)    The person has been previously assessed a booking fee for that conviction.

(2)    The person is booked on an out of county warrant, is a contract prisoner, or a federal agency hold only.

(3)    The person receives an income exempt from garnishment or collection. (Res. 2019-93 (Exh. A)(part), 8/26/19: Res. 2017-28, 4/17/17).

1.115.070 Program fees.

Work release, school release, electronic home monitoring, weekender, and out of county commitment program fees must be paid by the participant before commencement of any program. Any previously paid booking fee will be credited to the specific program fee. Any prior CCRJC debt owed will be included in the total due and payable.

(1)    Work Release Fees.

(A)    Sixty dollar processing fee.

(B)    One hundred dollar booking fee if applicable.

(C)    Non-Chelan County commitments (out of county rate per day): current daily bed rate.

(D)    Work release (charged per day): twenty dollars.

(E)    Urinalysis fee: twenty dollars.

(2)    School Release Fees.

(A)    Sixty dollar processing fee.

(B)    One hundred dollar booking fee if applicable.

(C)    Non-Chelan County commitments (out of county rate): current daily bed rate.

(D)    School release (charged per day): fifteen dollars.

(E)    Urinalysis fee: twenty dollars.

(3)    Electronic Home Monitoring and Global Positioning System (GPS) Fees.

(A)    Sixty dollar processing fee.

(B)    One hundred dollar booking fee if applicable.

(C)    Electronic home monitoring (charged per day): fifteen dollars.

(D)    Urinalysis fee: twenty dollars.

(E)    Change of residence fee (first change free): twenty-five dollars.

(F)    Alcohol monitoring (per day with other program): twenty-five dollars.

(G)    Alcohol monitoring (per day if only alcohol monitoring): fifteen dollars.

(4)    Weekender Program Fees.

(A)    One hundred twenty-five dollar processing fee (first weekender fee included, unless out of county).

(B)    One hundred dollar booking fee if applicable.

(C)    Seventy-five dollar weekender fee starting the second weekend and per each additional weekend for in county.

(D)    Current out of county bed rate assessed per day as weekender program fee for each weekend.

(5)    Out of County Commitment Fees.

(A)    Current daily bed rate fee for all out of county commitments.

(B)    One hundred dollar booking fee if applicable.

(C)    Urinalysis fee: twenty dollars.

(D)    Change of residence fee (first change free): twenty-five dollars.

(E)    Alcohol monitoring (per day with other program): twenty-five dollars.

(F)    Alcohol monitoring (per day if only alcohol monitoring): fifteen dollars. (Res. 2019-93 (Exh. A)(part), 8/26/19).

1.115.090 Service fees.

(1)    Property release fees: after twenty-four hours from time of booking, ten dollars is charged to the recipient of the property. Inmates may request items from their property one time at no charge. A ten dollar fee will be charged per request, after initial free request. Only items permitted for possession while in custody can be requested by inmates.

(2)    Court-ordered furlough escorts: one hundred dollars per hour, per correctional officer, with a minimum of four hours.

(3)    Court-ordered urinalysis fees not for medical purposes: twenty dollars per urinalysis.

(4)    In-house doctor/physician assistant/nurse visits: paid by contracting jurisdiction from where charges or conviction arose.

(5)    Medications: paid by contracting jurisdiction from where charges or conviction arose.

(6)    Laboratory testing including urinalysis conducted for medical purposes: paid by contracting jurisdiction from where charges or conviction arose.

(7)    Costs of medical services, visits, prescriptions, and laboratory testing for inmates having simultaneous charges or convictions from more than one jurisdiction shall be divided between said jurisdictions proportionally. (Res. 2019-93 (Exh. A)(part), 8/26/19).

1.115.110 Commissary.

The CCRJC director or his designee shall create and maintain inmate commissary policies, procedures, and prices for items and services including but not necessarily limited to photocopying, envelopes, U.S. postage fees, faxing, notary services, barber services, and other incidentals commonly available as inmate commissary items. Availability of any and all commissary items or services is not guaranteed, and prices may vary without notice. (Res. 2019-93 (Exh. A)(part), 8/26/19).

1.115.130 Inmate handbook.

The CCRJC director or his designee shall create and maintain an inmate handbook which shall provide information about the policies and procedures pertaining to inmates in the CCRJC but is not intended to be nor shall be considered to contain all policies and procedures, nor to state any single policy or procedure comprehensively. Any and all policies and procedures are subject to change at any time and without notice. The inmate handbook will be available upon request for review but not necessarily for distribution.
