1.02.140 Amendment of existing legislation–Form of document—Reference to CCC.
(1) Documents prescribing general and permanent laws shall be amended by section. The amendatory document shall set forth in one of its sections the entire text of the section of the document which is to be amended. The section set forth shall be from the original document and not from the County Code.
(2) Whenever words or punctuation are added or deleted from a section of a document:
(i) The deletion of material shall be shown by placing double parenthesis around the material to be deleted with a dashed line through the same;
(ii) The addition of material to a section shall be shown by the placing of a solid line under all material which is to be added.
(3) Entire documents, or sections thereof, may be repealed by reference.
(4) The addition of entirely new sections need not be shown with a line under the material in the new section if accompanied by a prefatory explanation designating the section as new in its entirety.
(5) Prefatory explanations shall accompany all sections which amend or repeal existing document sections, or which add new sections, and shall identify:
(i) Whether a section is added, amended or repealed;
(ii) The title or official short title of the document(s) affected;
(iii) The number of the document affected;
(iv) Any documents, by number and section, previously amended;
(v) New section numbers;
(vi) The Clark County Code section affected as a result of the document change, and the corresponding change in the CCC section statutes;
(vii) Enactment date of affected documents.
(6) Amendatory sections, or sections which either add new sections to existing documents or which repeal existing sections, shall be numbered consecutively e.g. “Section 4."
(7) Notices of hearing published in the newspaper shall differ with respect to showing additions and deletions in that, as printed in the newspaper, material which would otherwise be underlined shall be shown in bold face type and material to be deleted shall be shown by surrounding with double parenthesis.
(8) The style and format for drafting which is recommended for amending or repealing documents, or parts thereof, is that style used in the session laws of the state of Washington. (Sec. 15, Ord. No. 1976-09-57)
