8.01.040 Animal protection and control program.
There is established an animal protection and control program. It shall report to the department of community development director or such other official as the board may from time to time determine. It shall administer and enforce the provisions of this title and the laws of the state of Washington as they pertain to animal control and welfare. The animal control manager and the animal control officers of such program shall be specially deputized as law enforcement officers by the Clark County sheriff. It is recognized that other agencies, such as the Washington State Department of Wildlife, Washington State Department of Agriculture, the Humane Society for Southwest Washington A.S.P.C.A., the Southwest Washington Health District, and the Clark County sheriff, also have animal control and welfare responsibilities and interests. The animal control program shall be cognizant of such overlapping jurisdiction, shall avoid duplication of services, and, where appropriate, shall provide for coordination, referral and assistance to and among such agencies.
