12.36.040 County funding.
The county may participate in funding improvements specified in this chapter. As an alternative, the county may create an assessment reimbursement area on its own initiative, without the participation of a private property owner, finance the costs of the road or street improvements, and become the sole beneficiary of the reimbursements that are contributed of improvements; provided, that such project is identified for reimbursement on the county’s six (6) year transportation improvement program. The director may initiate a request to the board for establishment of a reimbursement area. The director may also request the board to include county funding in an owner-initiated reimbursement area. The director will consider the general benefit, county-wide priority of the proposed road improvements, and the impacts of possible assessments upon benefited properties in considering whether or not to request county participation in funding.
