24.12.020 Purpose.
Recognizing that solid wastes are an inevitable result of human life and endeavor, and that disposal methods used in the past are today neither desirable or acceptable, and that it is necessary to manage solid wastes and their handling within Clark County so that they may serve as a resource rather than constitute a threat to the health of the citizens or pollute the ground, water or air in Clark County, or offend the senses of those who encounter them; it is declared to be the purpose of this title to:
(1) Implement a single coordinated solid waste management program within Clark County which will be based upon modern needs and current resources and technology and which will be responsible to changes in the philosophy and/or technology of solid waste management and which will ensure the protection, health, safety and general welfare of the citizens of Clark County; and
(2) Describe and prescribe those practices and methods which will be employed in solid waste management, and describe and prescribe the laws, rules and regulations which must be obeyed to properly manage and control solid waste in Clark County; and
(3) Provide procedures designed to protect the public health and safety from improper solid waste management practices. (Sec. 2, Ord. No. 1978-02-01)
