24.12.190 Daily cover.
(1) All solid waste disposal sites disposing of putrescible solid waste shall cover daily. The term “cover daily” shall mean that all putrescible material disposed of at the site shall be compacted and covered fully with at least six (6) inches of soil within twenty-four (24) hours of the disposal thereof, or as specified by the jurisdictional health department, and Department of Ecology.
(2) Final Cover. As soon as possible, after reaching the final lift of given area of a site, the area shall be covered with an equivalent of two (2) feet of compacted soil adequately sloped to allow surface water to run off.
(3) Final Surface. The finished surface of the filled area shall be covered with adequate tillable soil and seeded with native grasses or other suitable vegetation immediately upon completion, or as soon as conditions permit. If necessary, slopes shall be covered with straw or other mulch to prevent erosion, both before and after seeding. (Sec. 19, Ord. No. 1978-02-01)
