24.17.060 Local management and regulation.
(1) The health officer shall develop and maintain a written plan regarding development and management activities for all OSS within Clark County in accordance with WAC 246-272A-0015. The plan and management activities shall include:
(a) Progressively develop and maintain an inventory of all known OSSs in operation within Clark County;
(b) Facilitate education of homeowners regarding their responsibilities to properly use and maintain their on-site sewage systems, and provide operation and maintenance information for all types of systems in use within Clark County;
(c) Remind and encourage homeowners to stay in compliance with the operation and maintenance inspections required by this chapter;
(d) Maintain records required under this chapter, including records of all operation and maintenance activities as identified;
(e) Enforce OSS owner permit application, operation, monitoring and maintenance and failure repair requirements defined in this chapter to ensure all OSS within Clark County are consistent with the requirements of this chapter; and
(f) Develop the capacity of CCPH to adequately fund the OSS plan, including the ability to find failing and unknown systems.
(2) After being approved by the board of health following a public hearing, the health officer shall develop a written plan under subsection (1) of this section and shall:
(a) Supply a copy of the plan to the DOH;
(b) Supply a copy of the plan to the entities responsible for land use planning and development regulations within Clark County; and
