24.17.160 Installation.
(1) The health officer shall require certified installers to construct the OSS, except as noted under subsection (2) of this section. Certified installers shall meet all requirements of Section 24.17.240(1).
(2) All persons employed to construct, install or alter a sewage disposal system shall be under the supervision of a certified installer.
(3) The installer shall:
(a) Follow the approved design;
(b) Have the approved design in possession during installation;
(c) Make no substantial changes to the approved design without the prior authorization of the designer and the health officer;
(d) Only install septic tanks, pump chambers, and holding tanks approved by the DOH;
(e) Be on the site at all times during the excavation and construction of the OSS;
(f) Install the OSS to be watertight, except for the soil dispersal component;
(g) Cover the installation only after the health officer has given approval to cover;
(h) Back fill with six (6) to twenty-four (24) inches of cover material per approved design and grade the site to prevent surface water from accumulating over any component of the OSS; and
(i) Ensure hookup to the plumbing stub-out, unless the structure is not plumbed at time of completion, in which case the installer shall run a pipe from the tank to within ten (10) feet of the expected location of the foundation. A board approximately two (2) by four (4) by eight (8) feet shall be placed at the end of the pipe to mark its location. The board shall be initialed and dated by the installer. The pipe shall be buried approximately two (2) feet into the soil. The installation of this pipe shall be evaluated at the final inspection.
