Chapter 10.28
OFFENSES AGAINST GOVERNMENTAL ORDER

10.28.010    Obstructing a public servant or officer.

10.28.070    Activities in conflict with discharge of duties prohibited.

10.28.010 Obstructing a public servant or officer.

A person is guilty of obstructing a public servant if he:

(1) Refuses or knowingly fails, without lawful excuse, to make or furnish any statement, report or information lawfully required of him by a public servant or officer; or

(2) Knowingly makes any untrue statements in any such statement to a public servant or officer; or

(3) Knowingly hinders, delays or obstructs any public servant or officer in the discharge of his official powers or duties. [Ord. 949, 1983.]

10.28.020 Refusing to summon aid for a peace officer.

A person is guilty of refusing to summon aid for a peace officer if, upon request by a person he knows to be a peace officer, he unreasonably refuses or fails to summon aid for such peace officer. [Ord. 949, 1983.]

10.28.030 Resisting arrest.

A person is guilty of resisting arrest if he intentionally prevents or attempts to prevent a peace officer from lawfully arresting him. [Ord. 949, 1983.]

10.28.040 Introducing contraband.

A person is guilty of introducing contraband if he knowingly and unlawfully provides contraband to any person held in official detention. [Ord. 949, 1983.]

10.28.050 Failure to appear.

Any person having been refused by court order or admitted to bail with the requirement of a subsequent personal appearance before any court of this city, and who knowingly fails without lawful excuse to appear as required, is guilty of failing to appear. Unless otherwise established, the failure to appear when required shall be inferred to have been without lawful excuse. [Ord. 949, 1983.]

10.28.060 Disclosure of confidential information for personal use or benefit.

No public official shall disclose confidential information gained by reason of his official position, nor shall he otherwise use such information for his personal gain or benefit. “Public official” shall be defined by Chapter 42.21 RCW, which is the Code of Ethics for Public Officials. 10.28.070 Activities in conflict with discharge of duties prohibited.

(1) No public official shall use his position to secure special privileges or exemptions for himself, his spouse, child, parents or other persons standing in the first degree of relationship.

(2) No public official shall have any interest, financial or otherwise, direct or indirect, or shall engage in any business or transaction or professional activity, or shall incur any obligation of any nature, which is in conflict with the proper discharge of his duties in the public interest. “Public official” shall be defined by Chapter 42.21 RCW, which is the Code of Ethics of Public Officials.
