OFFENSES AGAINST PUBLIC ORDER

It is unlawful for any person to congregate with a group of three or more other persons at such times as there are acts of conduct within the group which create a substantial risk of causing injury to any person, or substantial harm to property, and to refuse or fail to disperse when ordered to do so by a peace officer engaged in enforcing or executing the law. Every person who is convicted of a violation of this section is guilty of failure to disperse. [Ord. 949, 1983.]
10.36.020 Disorderly conduct.
A person is guilty of disorderly conduct if he:
(1) Uses abusive language and thereby intentionally creates a risk of assault; or
(2) Intentionally disrupts any lawful assembly or meeting of persons without lawful authority; or
(3) Intentionally obstructs vehicular or pedestrian traffic without legal authority. [Ord. 949, 1983.]
