INTERNATIONAL BUILDING CODE (IBC)*

15.04.010 Adopted.
(1) That a certain document, one copy of which is on file in the office of the city clerk of the city of Clarkston, being marked and designated as the International Building Code, 2018 Edition, including Appendix Chapters E and I, as published by the International Code Council, be and is hereby adopted as the building code of the city of Clarkston, Washington, for regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use and demolition of such structures as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said building code on file in the office of the city of Clarkston are hereby referred to, adopted, and made a part hereof, as if fully set out in this chapter, with the additions, insertions, deletions and changes, if any, prescribed in subsection (2) of this section.
(2) The following sections are hereby revised:
(a) Section 101.1. Insert: “City of Clarkston.”
(b) Section 1612.3. Insert: “City of Clarkston.”

15.04.015 Procedures.
(1) Inspections must be requested in advance as stated on the city of Clarkston permit.
(2) The city of Clarkston allows 14 working days from receipt to review plans; if deficiencies are found all returned documents receive an additional 14 working days for review. [Ord. 1594 § 2, 2018.]
15.04.020 Penalties.
It shall be unlawful for any person, firm or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip, use, occupy or maintain any building or structure or cause or permit the same to be done in violation of this code. Notwithstanding any and all reference to penalties contained within the International Building Code, 2018 Edition, the penalties to each violation of any term and/or condition and/or requirement of this chapter shall be a civil infraction, as defined in CMC 1.01.110(1)(a), and for each violation shall be fined, in addition to any other remedy and/or penalty specifically set forth in this chapter, an amount of $150.00. For a second infraction of the same provision occurring within a 12-month period, the amount of the penalty that may be forfeited shall increase to $200.00. For a third and subsequent infraction of the same provision within a 12-month period, the amount of the penalty that may be forfeited shall increase to $250.00.
