SOLID WASTE FUNDS

3.105.010 Solid waste fund.
The board of county commissioners acting under the authority of RCW 36.32.120 does:
A. Establish the solid waste fund, hereinafter known as “the fund,” in the county treasury, effective January 1, 1978;
B. Direct that the fund is established for the purchase of equipment, materials, supplies, and services required in the administration and operation of the fund;
C. Direct that monies expended shall be by warrant from the fund;
D. Direct the county engineer to administer the fund and to be responsible for establishing the terms and charges for services or supplies which have been purchased, provided or maintained with monies from the fund;
E. Direct that the fund supplements and replaces the existing solid waste management fund created by Resolution No. 74-13, dated July 15, 1974, and that existing funds reserved for solid waste be transferred;
F. Direct that operational and capital costs be recovered in the following manner:
1. Unreimbursed costs be distributed on the basis of official population data between Columbia County and the city of Dayton;
2. A tonnage rate based on operational and capital cost be charged commercial users of the transfer station facilities;
G. Direct the county engineer to establish procedures to ensure that all budgeting and accounting required to implement this action be done in accordance with the BARS manual and with instructions contained in pertinent Office of the State Auditor bulletins;
H. Direct that any revenues generated, such as amortization and depreciation, shall be held within the fund for capital acquisition;
I. Direct that charges shall be reviewed and adjusted annually; that, upon request, users shall be provided with an annual report of the basis for fees charged. [Res. 78-08 §§ 1 – 9.]
3.105.020 Solid waste reserve fund.
The board of county commissioners directs that the solid waste reserve fund be established; that the county treasurer make investments on behalf of the fund, less amounts to be designated by the county engineer, said amounts necessary for immediate expenditure. [Res. dated 1/29/79.]
