2.68.010 Purpose – Functions designated.

The purposes of this chapter are to provide for the preparation and carrying out of all emergency functions, other than functions for which the military forces are responsible, and to minimize and repair injury and damage resulting from disasters caused by enemy attack or other hostile action or other natural causes, and to provide for search and rescue operations. These functions include, but are not limited to, firefighting services, police services, medical and health services, emergency transportation services and other functions related to public protection, together with all other activities necessary or incidental to the preparation and carrying out of the aforementioned functions. 2.68.020 Title.

This organization shall be known as the city division of emergency services. (Prior code § 1.86.020).

2.68.030 Created – Membership.

The city division of emergency services is created and shall consist of the following:

A. The chief of police, who shall be the director of the EOC (emergency operations center).

B. The fire chief, who is appointed by the mayor and confirmed by the city council, shall be the assistant director.

C. Such city officials and other citizens of this city as may be appointed by the mayor and confirmed by the city council, including the city safety officer and the city building official. (Ord. 1569 NS § 1, 2016; prior code § 1.86.030).

2.68.040 Duties – Statutory authority.

It shall be the duty of the city division of emergency services to protect the public peace, health and safety and preserve the lives and property of the citizens of the city, as well as render aid among political subdivisions of the state, to the fullest extent possible, and to coordinate operations and activities with the State Coordinator of Emergency Services as provided for in Chapter 38.52 RCW, or as hereafter amended. 2.68.050 Utilization of city officers and equipment authorized.

A. In carrying out the provisions of this chapter, the director, assistant director, and appointed members of the city division of emergency services are directed to utilize the services, equipment, supplies and facilities of existing departments, officers and agencies of the city, and to the maximum extent practicable, the officers and personnel of all such departments, offices and agencies are directed to cooperate with and extend such services and facilities to the director, assistant director and members of the city division of emergency services upon request notwithstanding any other provisions of law.

B. Further, subject to the approval of the city council, the director may make such other interorganization rules and regulations as are necessary to carry out the purposes, duties and provisions contained in this chapter. (Ord. 1569 NS § 2, 2016; prior code § 1.86.050).

2.68.060 Expense reimbursement.

The members of the city division of emergency services, including the director or assistant director, shall not receive any financial remuneration from the city for their work in the organization; however, they may be reimbursed for their necessary expenses.
