2.78.010 Fire chief.

There is created in the Colville volunteer fire department the office of fire chief.

A. The fire chief shall be elected from the membership of the fire department and shall be appointed by the mayor, subject to confirmation by a majority vote of the city council.

B. The fire chief shall be the department head of the Colville fire department and shall be responsible for the general operation of the department and all matters relating to training, discipline, policy development, equipment maintenance and submission and oversight of an annual budget; plans, personally directs and coordinates personnel engaged in firefighting; reports after each fire the names of the volunteer fireman that served and any injuries or damage to the person of the fireman or equipment. 2.78.020 Administrative officer.

There is created in the Colville volunteer fire department the office of administrative officer.

A. The administrative officer shall record and document all minutes of fire department meetings; maintain records of firefighter information; shall, at the discretion of the fire chief, submit, gather and comprise any documents asked for; maintain all fire calls in a database and compare to dispatch sheets so as to ensure calls are correct and complete; prepare quarterly fire call sheets for the fire chief; will, at the discretion of the fire chief, research and gather information needed to accomplish task specific goals of the department; work with firefighters to ensure they have correct data when they require information on the Washington State Firefighters Retirement Fund; submit to city clerk/human resources manager each firefighter’s information as they become a member of the department and update as needed; the administrative officer shall provide all documentation to the city clerk who will keep formal records; perform other duties as the fire chief may direct. 2.78.030 Training officer.

There is created in the Colville volunteer fire department the office of training officer.

A. The training officer shall be elected from the membership of the fire department and serve a three-year term.

B. The training officer shall arrange and accomplish training so that it is compliant with all federal, state and National Fire Protection Association codes and standards; maintain records of all training within the department; work with the fire chief to establish guidelines and outcomes of all training; maintain compliance so as to be certified for the training that is taught to the department, Level 1 fire training instructor state certified; perform such duties as the fire chief may direct. Budget constraints can have an impact on all training and will be dealt with on a yearly basis within the budget. (Ord. 1481 NS § 3, 2012).

2.78.040 Salaries.

The salary for the positions of fire chief, secretary and training officer shall be set at the rate provided for in the annual budget adopted by the city council. To establish a baseline, 2012 compensation is as follows: fire chief, $595.18 per month, secretary, $277.77 per month, and training officer, $436.48 per month. (Ord. 1481 NS § 4, 2012).
