A department, to be hereafter known as the Coulee Dam police department, is hereby created, the purpose of which is to provide for law enforcement in the town of Coulee Dam. (Ord. 170 § 1, 1975; Ord. 117 § 1, 1970)
2.50.020 Personnel.
The department shall consist of a town marshal, one full-time police officer, and a force of auxiliary policemen, the number thereof to be determined and established by the town marshal subject to the approval of the mayor. (Ord. 179 § 1, 1976; Ord. 170 § 1, 1975; Ord. 117 § 2, 1970)
2.50.030 Auxiliary force.
(1) The purpose of the auxiliary policemen is to assist the two full-time officers in the protection of life, property, and preservation of peace and order.
(2) The town marshal shall be responsible for establishing a training program, promulgating rules and regulations for their conduct, prescribing their uniform, and supervising their performance of duty.
(3) Members of the auxiliary police force shall be paid on an hourly basis at a rate established by the town council for all duty hours, including court time, and shall be reimbursed for proper and necessary expenses incurred in the line of duty. The same insurance coverage provided for full-time officers, in regards to their occupation as police officers, shall be provided by the town of Coulee Dam. The town of Coulee Dam shall furnish all auxiliary officers with uniforms and equipment with the exception of sidearms, which shall be provided by the respective officers.
(4) Members of the auxiliary police force shall have all those powers vested in them by the town marshal while in the performance of officially authorized duties, but under no circumstances shall said auxiliary policemen exercise any power while not in the performance of duty ordered by the town marshal or by a regular police officer.
(5) No member of the civilian police force shall be subject to civil service rules and regulations, nor entitled to the benefits of any police pension fund act established by the laws of the state of Washington. (Ord. 170 § 3, 1975)
2.50.040 Town marshal – Accountability.
The town marshal shall be held accountable to the mayor, and shall make written and verbal reports thereto as he may require. All other department officers shall be accountable to the town marshal only. (Ord. 170 § 4, 1975)
2.50.050 Appointment.
Any police officers authorized herein or by the action of the town council shall be appointed by the mayor and shall hold office at the pleasure of the mayor as provided by law. (Ord. 170 § 5, 1975)
2.50.060 Civil service established.
There is hereby established civil service for the police department of the town of Coulee Dam, Washington and Chapter 41.12 RCW and all pertinent sections relative thereto, including any subsequent amendments put into effect. Chapter 41.12 RCW shall be in full force and effect, and the civil service of the police department shall be governed thereby. (Ord. 204 § 1, 1978)
