9.02.010 Objectives of the County Park Board.
The objectives of the Cowlitz County Park and Recreation Board are to provide advice to the Board of County Commissioners regarding acquisition, improvement, and maintenance by the county for parks, playgrounds, and recreational facilities. [Res. 89-123, § 1, 7-24-89.]
9.02.020 County Park Board created.
The Board of County Commissioners, pursuant to the provisions of Chapter 36.68 RCW and Resolution No. 610 dated February 23, 1965, has created a Cowlitz County Park and Recreation Board consisting of seven members, residents of Cowlitz County appointed by the Board of County Commissioners, two from each County Commissioner’s district and one at-large position. The Park and Recreation Board members are to serve without compensation. [Res. 20-008 § 1, 2-18-20.]
9.02.030 Terms of office of members.
For the appointive positions of the Cowlitz County Park and Recreation Board, the terms are six years and shall end on December 31st. Vacancies occurring for any reason other than the expiration of a term of office shall be by appointment for the unexpired term of the office being filled. [Res. 20-008 § 2, 2-18-20.]
9.02.040 Powers and duties of the Board.
The Cowlitz County Parks and Recreation Board shall elect its officers, including a chairman, vice-chairman, secretary and such other officers as it may determine necessary; shall adopt rules for transaction of business and shall keep a written record of its meetings, resolutions, transactions, findings and determinations, which record shall be a public record; shall provide advice to the Board of County Commissioners and County staff to improve, operate and maintain parks, playgrounds and other recreational facilities, together with all structures and equipment useful in connection therewith, and may recommend to the Board of County Commissioners acquisition of real property; and may recommend to the Board of County Commissioners adoption of any rules or regulations requiring enforcement by legal process which relate to parks, playgrounds or other recreational facilities. 9.02.050 Organization.
At its first meeting of each year the Cowlitz County Park and Recreation Board shall organize by electing its officers to serve for a period of one year. [Res. 20-008 § 4, 2-18-20.]
9.02.060 County Park and Recreation Fund.
A Cowlitz County Park and Recreation Fund is established. Into this fund shall be placed the allocation of the Board of County Commissioners which it annually appropriates thereto, together with miscellaneous revenues derived from the operation of parks, playgrounds and other recreational facilities, as well as grants, gifts and bequests for park or recreational purposes. All expenditures disbursed from this fund shall be in accordance with requirements established by the County Auditor’s office, and all balances remaining in this fund at the end of any year shall be carried over in such fund to the succeeding year. 9.02.070 Quorum – Meetings.
Four members of the Park Board shall constitute a quorum. All actions of the Park and Recreation Board shall be determined by a majority vote at a meeting at which a quorum is present. The Park and Recreation Board shall hold not less than one regular meeting in each month. However, if no matters over which the Park Board has jurisdiction are pending upon its calendar, a meeting may be cancelled. [Res. 89-123, § 7, 7-24-89.]
