16.24.010 Preparation of minimum standards.
The city engineer, if requested by the planning commission or city council, shall prepare minimum installation materials, designs and construction standards appropriate to the locality, topography, soil conditions and geology of the area in which the preliminary plat, subdivision or dedication is to be developed and improved. Said standards, if prepared, shall be made available to all subdividers, or their surveyors and engineers, 10 days prior to hearing of the preliminary plat, subdivision or dedication. Minimum improvements shall include the following improvements enumerated in this chapter. (Ord. 505 § 6(A), 1979).
16.24.020 Streets.
Streets shall be constructed in accordance with the then-current applicable provisions of this code or other regulations adopted by the city, and under the supervision of the city engineer, if requested by the city council. (Ord. 505 § 6(A)(1), 1979).
16.24.030 Curbs.
Curbs, if required, shall be installed in accordance with the then-current applicable provisions of the standards of this code and under the supervision of the city engineer, if requested by the city council. (Ord. 505 § 6(A)(2), 1979).
16.24.040 Sidewalks.
Sidewalks, if required, shall be constructed in accordance with the then-current applicable provisions of this code and under the supervision of the city engineer, if requested by the city council. (Ord. 505 § 6(A)(3), 1979).
16.24.050 Water distribution system.
The water distribution system shall be designed in accordance with the then-current applicable provisions of this code and installed under the supervisions of the city engineer, if requested by the city council. Connections shall be provided for each lot. The size, quality and locations of fire hydrants shall be at the determination of the city council. (Ord. 505 § 6(A)(4), 1979).
16.24.060 Sewer system.
The subdivision shall be provided with a complete sanitary sewer system, and shall be designed and installed in accordance with the then-current applicable provisions of this code and under the supervision of the city engineer, if requested by the city council and/or the city health officer. If a complete sanitary sewer system is deemed not reasonable under the circumstances, the following shall be considered in lieu of a distribution system: In proposed subdivisions, where the average size lot is one acre or more and where the soil conditions have been found satisfactory by the city engineer, if requested by the city council, and health officer, where applicable, septic tanks or other methods of handling wastes shall be installed in accordance with the standards and under the supervisions of the city engineer, if requested by the city council. 16.24.070 Storm drainage system.
A subdivision shall be provided with a complete storm or drainage system for removal of surface water and shall be designed and installed in accordance with the then current applicable provisions of this code and under the supervision of the city engineer, if requested by the city council and/or city health officer. (Ord. 505 § 6(A)(6), 1979).
16.24.080 Cost reimbursement.
The city shall request from the city’s engineering firm an estimated scope of work and cost of services for review of proposed water, sewer, utility extensions and street construction or any other required improvement to serve a residential or commercial development. When determined by city staff and approved by the mayor that the estimated scope of work and cost is adequate and reasonable the agreement can be signed by a representative of the city.
The engineering firm shall perform the scope of work and any approved additional work necessary to accomplish the goals of design review and construction inspection. After acceptance of the work performed by the developer and approved by the engineer in a written confirmation an invoice, to include an administrative fee equal to the amount adopted in the city fee schedule, for that work will be generated by city staff and presented to the developer in charge of the improvements.
All costs associated for the services provided for design review and construction inspection and all connection charges and impact fees shall be received by the city from the developer before any final utility service is provided to the project development. (Ord. 1183, 2022).
