10.16.010 Parking longer than 72 hours prohibited.
No person shall park a vehicle on any street or other municipal property for a period of time longer than 72 consecutive hours, unless an official posted sign provides a shorter period of time, or unless otherwise provided by law. This restriction shall not apply to City-owned or City-controlled vehicles parked for City purposes. [Ord. 1756 § 1, 2022.]
10.16.020 Parking – Authority to identify restrictive zones.
The Public Works Director is authorized to identify and designate by appropriate signage parking restrictions, time limitations, and parking prohibitions for certain streets of the City, to include restriction to parking by local residents only, in order to provide for reasonable parking availability and safe use of City streets. 10.16.030 Parking – Alleys, impounds.
No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than 20 feet of the width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand, or park a vehicle within an alley in such position as to block the driveway entrance to any abutting property. Vehicles parked in such a manner as to leave available less than 20 feet of the width of the roadway for the free movement of vehicular traffic shall be considered an obstruction to traffic or jeopardy to public safety and shall be subject to immediate impound pursuant to RCW 46.55.113. 10.16.040 Parking – Sidewalks.
No person shall park a motor vehicle upon a sidewalk or walkway except for emergency purposes. [Ord. 1053 § 12(8), 1993. Formerly 10.04.110: Ord. 451 § 3(11), 1978.]
10.16.050 Parking – Oversized vehicles.
No person having control or charge of any vehicle exceeding seven and one-half feet in width or exceeding 20 feet in length shall park such vehicle on any city street or unimproved right-of-way for a period exceeding 24 continuous hours. 10.16.060 Parking – Motor vehicle repair operations.
Parking of motor vehicles on public rights-of-way in anticipation of or accessory to performing repairs and/or reconditioning of such vehicles and other parking of motor vehicles attendant to a motor vehicle repair operation shall be prohibited, except temporary patron parking customary to retail establishments. “Motor vehicle repair operation” means a business involving the repair, overhaul, and/or reconditioning of motor vehicles as defined by Title 46 RCW. 10.16.070 Parking – B-C, C-G, C-C, D-C and H-C zones.
(1) Nonmotor Vehicles Prohibited. The use of spaces designated or reasonably construed by the city to be parking spaces in B-C, C-G, C-C, D-C or H-C zones are limited to temporary parking by motor vehicles, and no other purpose.
(2) Impound. The city is authorized to impound and dispose of personal property found in violation of subsection (1) of this section. Prior to impound, the owner, if known, shall be given an opportunity to remove the property immediately. Following impound, the property shall be stored by the city for not less than 10 days and thereafter may be disposed of by the city in any manner. Such property may be restored to the owner only upon payment of an impound fee in the amount of $50.00 or actual cost, whichever is greater, and a storage fee of $25.00 per day or fraction of a day. 10.16.080 Parking – Violation of official signs regulating parking.
No person shall stop, stand, or park a vehicle in violation of an official sign of the city regulating parking. A violation of this section shall constitute a traffic infraction. [Ord. 1053 § 12(12), 1993. Formerly 10.04.132: Ord. 666 § 2, 1986.]
10.16.090 Penalties.
Any violation of this chapter related to parking for which no penalty is specifically provided shall be an infraction and punishable by a penalty of $50.00. [Ord. 1566 § 2, 2013.]
