2.101.010 Composition—Terms of members.
The mayor of the city of Everett shall appoint an emergency medical services advisory board composed of the following:
A. One cardiac physician;
B. One emergency room physician;
C. A representative of the joint hospital planning committee;
D. One representative of the city of Everett administration;
E. One representative of the Everett city council (either an elected member of the council or an appointee by the Everett city council);
F. One representative from Snohomish County;
G. One surgeon appointed by the combined medical staff;
H. The city’s medical advisor;
I. Three citizens at large.
All members of the committee may serve an initial term of six years and may be appointed for a succeeding term of six years, provided that the member continues to represent the group or agency intended above to be represented. (Ord. 867-82 § l, 1982)
2.101.020 Preparation of standards, regulations and procedures.
The emergency medical services advisory board shall prepare and recommend to the mayor and city council and whatever other regulatory bodies as necessary, standards, regulations and procedures relating to emergency medical services, including paramedic services for their adoption by the city, and shall review these standards, regulations and procedures at least annually to keep them up to date. 2.101.030 Officers—Rules—Records.
The emergency medical services advisory board shall elect a chairman from amongst its members to establish procedural rules and regulations for conduct of its business and shall meet at least quarterly, or more as necessary, and shall take permanent minutes of all meetings to record actions taken. 2.101.040 Purposes—Objectives.
The purposes and objectives of the emergency medical services advisory board shall be to prepare and recommend to the mayor and Everett city council detailed proposals as necessary for the training of paramedics and the incorporation of paramedic services into the emergency medical services program available to the citizens of the city and may advise on and/or review the budget for emergency medical services, including paramedic services. In the event of disputes concerning provision of emergency medical services or paramedic services in the city, the emergency medical services advisory board shall be empowered to investigate matters and/or disputes involving emergency medical services including paramedic services, and recommend to the mayor and city council and/or to the medical community at large, including the doctors and the hospitals, possible solutions to problems encountered in the provision of emergency medical services including paramedic services within the city or the reasonable service area of the city.
