2.76.005 Member of a duly recognized board, commission or committee defined.
The term “member of a duly recognized board, commission or committee” means any person appointed by the mayor and confirmed by council, who serves on the following boards, commissions or committees:
A. Arts commission;
B. Board of adjustment;
C. Citizen’s advisory committee for housing and community development;
D. Civil service commission;
E. Emergency services advisory committee;
F. Environmental review committee;
G. Historical commission;
H. Library board;
I. Parks and recreation board;
J. Planning commission;
K. Senior center executive board;
L. Transportation advisory committee;
M. Animal-control advisory board;
N. Any other board, committee or commission duly created and approved by the city council. (Ord. 944-83 § 2, 1983; Ord. 257-73 (part), 1973)
2.76.010 Classes of official expenditures.
In addition to the rates of pay and other allowances set forth in the annual budget of the city, officers, employees and members of duly recognized commissions, boards and committees of the city shall be entitled to the payment of or reimbursement for the following classes of official expenditures:
A. Transportation, lodging, meals and other related expenditures which may lawfully be incurred by officers, employees and members of duly recognized commissions, boards and committees of the city, within or without the city upon the prior written approval of the mayor, or his designee in cases of travel by all nonelected officers, employees and members of duly recognized commissions, boards and committees of the city. In case of travel by all elected officials such approval shall be by the president of the city council or by any other two members of the city council in cases of travel by the president of the city council;
B. The term “lawfully be incurred” as used in subsection A of this section, shall be construed to mean expenses within the categories set forth in said subsection which are actually incurred while attending to business of the city and shall, whenever practicable, be supported by bill, statements or other evidence of such expenses issued by the party furnishing such lodging, meals, transportation, or other goods or services and attached to the claim voucher submitted by any such officer, employee or member of a duly recognized commission, board or committee;
C. Expenses for the use of personally owned vehicles of employees, officers or members of duly recognized commissions, boards or committees of the city in the course of the business of the city, shall be reimbursed at the same rate as the published state of Washington Office of Financial Management reimbursement rate or the actual transportation cost or equivalent transportation rented cost, if such transportation is not by a private motor vehicle;
D. In the event any individual is entitled to payment of or reimbursement for any of the official expenditures described in this section, and the individual has a primary employer other than the city, and the primary employer pays all or any portion of the official expenditures, then the city shall be responsible for paying only that portion not paid for by the primary employer. 2.76.020 Payment of applicant expenses.
When selecting personnel to fill positions in the city requiring special experience and training to qualify for such positions, it may become necessary, in order to insure selection of the most qualified, for applicants for such positions to be personally interviewed. The council finds that in such cases the payment by the city of the travel and subsistence expense of applicants requested to come to the city for interviews is a proper municipal expense and for a proper municipal purpose. These expenses shall be paid on the same basis as employees or officers of the city. (Ord. 330-74 § 2, 1974; prior code § 1.20.020)
2.76.030 Moving expenses.
Whenever the mayor determines that in order to secure the services of any person not residing within Snohomish County as an employee of the city, it is necessary to pay the costs of moving the household goods and personal effects of such person from his place of residence to the city upon his appointment to city service, then payment of actual and reasonable moving costs may be paid from the appropriate operating fund in the city’s budget. Such expenses, except that for purposes of the move to the city all costs incurred by the immediate family shall be paid as if employees or officers of the city.
