WATER UTILITY COORDINATING COMMITTEE

2.97.010 Established—Purpose.

The Everett water utility committee (EWUC) for the Everett water system is hereby established for the purpose of advising the city council and staff of the city of Everett regarding the planning, financing, and implementation for future major capital improvements to the Everett water system which affect water service to regional customers outside the city of Everett, including but not limited to determination of service areas, location, sizing, and other input regarding capital facilities. 2.97.020 Composition.

This committee shall be an informal agency advisory committee, not established pursuant to Article V of the Everett City Charter. Membership shall consist of one representative from each of the following agencies and customers of the Everett water system:

Washington Department of Health;

Snohomish Health District;

Snohomish County;

Water Utilities Coordinating Committee for the North Snohomish County Coordinated Water System Plan;

Alderwood Water and Wastewater District;

City of Edmonds;

Mukilteo Water and Wastewater District;

City of Lynnwood;

City of Mountlake Terrace;

Public Utility District No. 1 of Snohomish County;

Silver Lake Water and Sewer District;

City of Snohomish;

City of Monroe;

City of Marysville;

City of Arlington;

City of Sultan;

Tulalip Tribes;

Cross Valley Water District;

Highland Water District;

Roosevelt Water Association;

Three Lakes Water Association;

plus one representative of all other wholesale customers. Each representative may designate alternates to attend meetings and otherwise serve in his/her place. The committee shall elect its own chair and establish its own rules of procedure; provided, that there shall be an ex officio representative of the city of Everett who shall serve as permanent secretary and coordinator of the committee. The representative of the committee shall be appointed by their respective agencies and the “other customers” representative shall be appointed by the other committee members. (Ord. 3436-15 § 2, 2015)
