For purposes of establishing procedures for making bids and awarding contracts, as authorized by Section 4.13 of the City of Everett’s Charter, the city hereby adopts by ordinance the Purchasing Guidelines (“guidelines”) as set forth in Exhibit A, which is attached to the ordinance codified in this chapter and incorporated herein by reference. The guidelines shall control the city’s procurement of goods and services to the extent provided therein. The guidelines do not apply to the acquisition, sale, conveyance, or lease of real property or to the disposition of the city’s personal property.
