CITY COUNCIL MEETINGS

1.08.010 Regular meetings – Location and time.
On the second and fourth Tuesdays of each month at the hour of 7:00 p.m. of the days shall be fixed and determined as the time and day in each month for the regularly scheduled meetings of the City Council of the City of Everson, Washington. All meetings of the Everson City Council shall be held in the City Hall on the Main Street in the City of Everson, unless a different meeting location is determined and notice of such special meeting location is provided as set forth for special meetings in the Open Public Meetings Act. 1.08.020 Special meetings.
Special meetings of the City Council may be called at any time by the Mayor, or by three Councilmen, by written notice delivered to each member of the Council at least three hours before the time specified for such proposed special meetings. [Ord. 1 § 1, 1929.]
1.08.030 Quorum.
A majority of the Councilmen will constitute a quorum for the transaction of the business of the City but a less number may adjourn from time to time and may compel the attendance of absent members by serving a notice upon them in writing, signed by the Mayor and served upon such absentee Councilmen by the City Marshal. 1.08.040 Absence of Councilmen at Council meeting – Penalty – Fee.
Councilmen thereupon refusing to attend the meeting shall pay into the City Treasury by way of penalty the sum of $5.00. [Ord. 1 § 2, 1929.]
1.08.050 Absence of Mayor at Council meeting – President Pro Tem appointed.
The Mayor shall preside at all meetings of the Council and in case of his absence the Council may appoint a President Pro Tem. [Ord. 1 § 2, 1929.]
1.08.060 Absence of City Clerk at Council meeting – Clerk Pro Tem appointed.
In case of the absence of the duly appointed and acting City Clerk the Mayor or President Pro Tem shall appoint one of the members of the City Council Clerk Pro Tem of such meeting. [Ord. 1 § 2, 1929.]
1.08.070 Order of business – Standing committees created.
That the following order of business is hereby adopted and the following standing committees be and hereby created:
A. Order of Business:
1. Call to order;
2. Reading of the minutes of the last meeting;
3. Reports of committees, communications and petitions;
4. Consideration of bills and claims;
5. Consideration of ordinances;
6. Motions and resolutions;
7. Local improvements;
8. Unfinished business;
9. New business;
10. Adjournment.
B. The following committees shall each consist of three members of the Council appointed by the Mayor:
1. Finance and Judiciary;
2. Streets and Sewer;
3. Water and Health;
4. Fire, Lights and Limits;
5. License and Police;
