18.20.010 Improvements required.
A. The developer shall submit to the City Utilities Superintendent profiles of the proposed streets, drainage plans, and right-of-way section drawings, including utility line placement, for approval before any ground work is begun. All design drawings shall be prepared by a State of Washington registered professional engineer. Because “as-built” underground utility locations sometimes differ significantly from original designs, the developer shall submit to the City Utilities Superintendent “as-built” drawings of all underground utility placements upon completed installations of the utilities.
B. Prior to the submission of a final plat for approval, all streets, alleys, sidewalks, storm drainage, utilities, monumentation, street lights, street trees, and any other improvements specified hereunder or required in the approved preliminary plat shall be installed and completed by the subdivider to the satisfaction of the Utilities Superintendent. Such improvements shall meet the standards specified in this chapter; provided, that a performance bond or other security in the amount of 150 percent of the value of the incomplete required improvements may be posted in lieu of installation of improvements; and further provided, that such bond or other security is recommended by the Utilities Superintendent and approved by the City Council. The performance bond or other security shall specify exactly what improvements are covered and a time schedule for completion; however, at no time should the bond or other security be for more than a one-year period unless an extended time period is approved by the City Council. The subdivider shall bear all costs to the City incurred in association with establishment of an alternative form of security, including staff time and legal fees.
C. Prior to acceptance of public improvements, the subdivider shall submit to the Utilities Superintendent two sets of as-built plans and a maintenance bond or other security in the amount determined by the Utilities Superintendent and approved by the City Council, but in no case shall the bond or other security be less than 10 percent or more than 25 percent of the total cost of the public improvements, including the public improvements for which a performance bond or other security has been posted and approved pursuant to subsection B of this section. The maintenance bond shall be for a period of one year from the date of acceptance and in a sufficient amount to cover any defect in materials or workmanship. 18.20.020 Streets and roadways – Standards.
All existing streets adjacent to a subdivision shall be brought to no less than the standards specified for short subdivisions in EMC 18.08.030(A) and 18.08.040(A), except where the adjacent street is a state highway, in which case the street should be improved to meet the standards recommended by the Washington State Department of Transportation unless a lesser standard is approved by the City Council. All new streets and alleys within the subdivision shall be of the width and quality to meet the full standards of the City, subject to variance by the City Council upon the recommendation of the City Public Works Director. 18.20.030 Sidewalks and pedestrian ways.
Sidewalks shall be installed on both sides of each street. The minimum sidewalk width shall be five feet. Sidewalks shall be required in dead-ends and cul-de-sacs.
Pedestrian ways may be required where blocks are exceptionally large or where there is a need for pedestrian access in areas other than along streets. Such ways shall be at least five feet in width and shall be surfaced with hard, dust-free, level material acceptable for walking.
The subdivider and/or developer shall predetermine the location of all driveway entrances prior to approval of construction plans and driveway indentations shall be made at the same time the sidewalks are constructed. [Ord. 388 § 2, 1989; Ord. 204 § 18.24.020, 1974.]
18.20.040 Utilities.
All utilities (water, sewer, electrical, gas and cable, if available) shall be installed to the property line prior to acceptance of public improvements.
A. Easements. The subdivider shall reserve a strip of land 10 feet in width lying adjacent to each exterior side of all dedicated public rights-of-way included in or abutting the plat. The lands shall be recorded as public easements and shall be used primarily for the installation of required service utilities. Any and all franchised utilities, including City utilities, shall rightfully have access to and may use these easements. Exclusive use rights cannot be granted to any single or combination of utilities.
B. Water Supply. A complete water distribution system, including water mains, valves and fire hydrants, shall be installed to the satisfaction of the Utilities Superintendent. Such system shall be adequate to serve the area being platted, including the provision of adequate fire flow. Each lot shall be connected to the water main by a service pipe generally extending at right angles from the main to a meter box with meter setter located in close proximity to the property line. The service connection to the meter box on each lot shall be maintained by and kept within the exclusive control of the City.
All water lines and services shall be placed prior to improvement of the streets and shall be constructed in accordance with the appropriate codes and standards of the City of Everson. The developer shall pay the flat rate charge for water services at the time the completed services are installed.
C. Sanitary Sewer. A complete sanitary sewer system, including mains and side sewer connections, shall be installed in such a manner where each lot and each and every building in which people live, congregate, or are employed shall have a separate connection to the public sewer. Each connection and each fixture emptying into and through the connection shall be installed in the manner prescribed in the plumbing code of the City of Everson. All sewer mains in the subdivision shall be constructed in conformance with all appropriate codes and standards of the City of Everson.
D. Storm Drainage. Installation of a storm water drainage system shall be installed in accordance with the drainage plans and standards of the City, as approved by the City Utility Superintendent and/or the City Engineer.
E. Electrical and Communication Facilities. In all subdivisions, adequate and satisfactory installation of electric power and communication facilities shall be required. All such facilities shall be installed underground except for the following:
1. Electric utility substations, pad-mounted transformers and switching facilities.
2. Electric transmission systems of a voltage of 55 KV or more.
3. TV cable amplifiers.
4. Telephone pedestals, cross-connect terminals, repeaters and cable warning signs.
5. Street lighting standards.
6. Traffic control equipment.

18.20.050 Lighting and traffic control.
The subdivider shall install at his expense street lights and street name signs to the satisfaction of the Utility Superintendent, and such facilities shall conform to the standards of the City of Everson and the local electrical utility. 18.20.060 Street names.
All street names shall be subject to approval of the City Council. The City Council reserves the right to name or rename any street in any subdivision. [Ord. 501 § 46, 1996; Ord. 204 § 18.24.040, 1974.]
