HUMAN RESOURCES DIRECTOR

2.15.010 Position created.
There is created the office of the Human Resources Director. The position will be filled by appointment of the Mayor, subject to confirmation by the City Council, to serve at the pleasure of the Mayor and at the discretion of the Mayor. The City at its discretion may specify additional terms and conditions of employment in a written agreement executed by the Mayor and approved by the City Council. This position may also be combined with that of the City Clerk and the Public Records Office. (Ord. 2178 § 1 (Att. 1), 2021)
2.15.020 Scope of authority.
Under the direction and authority of the Mayor and City Administrator, the Human Resources Director shall be responsible for the following:
A. Coordinating the hire of new employees with department heads and supervisors.
B. Participating in the negotiation of collective bargaining agreements, and maintaining such agreements.
C. Coordinating the creation and updating of job descriptions.
D. Developing personnel policies and procedures.
E. Ensuring compliance with regulations associated with employee privacy.
F. Consulting with employees on matters affecting job performance and satisfaction.
G. Scheduling trainings and related information related to employee benefits and responsibilities.
H. Providing information and advice to the Mayor, City Administrator, Equity Advisory Committee, and other public officials, boards and commissions, and the public on the operations and administration of the roles assigned to him/her. (Ord. 2178 § 1 (Att. 1), 2021)
