2.20.010 Merging of offices of treasurer and finance director.

The offices of city treasurer and finance director are merged and the person so appointed shall be designated finance director-treasurer. The finance director-treasurer shall be appointed by the city manager. The finance director-treasurer shall be an at-will employee, to serve at the pleasure of the city manager. The finance director-treasurer is hereby designated as the auditing officer of the city. 2.20.020 City clerk*.

The office of city clerk is created as a separate office. The city clerk shall be appointed by the city manager and shall be an at-will employee, serving at the pleasure of the city manager. The city clerk is hereby designated the license officer who shall administer the business and special license code as specified in FMC 5.01.010. The city clerk is hereby designated the public records officer pursuant to RCW 42.56.580 and shall serve as the primary point of contact for persons requesting disclosure of public records. 2.20.030 Compensation.

The finance director-treasurer and city clerk shall receive as compensation for his or her services the amount established by the city council in the annual budget. (Ord. 1724 § 3, 2010; Ord. 1450 § 5, 2002; Ord. 524 § 3, 1979).

2.20.040 City officials authorized to receive tort claims and other lawsuits.

A. In addition to the duties described in other provisions of this code, the city clerk is appointed to be the city’s recipient of tort claims pursuant to Chapter 4.96 RCW as follows:

1. All tort claims brought against the city and/or its past and present officers and employees shall be filed or served upon the appointed city clerk during normal business hours at his or her office.

2. The city clerk’s office is located at Fife City Hall, 5411 23rd St. E., Fife, WA 98424.

3. No other person or staff is authorized to receive such tort claims on behalf of the city.

B. Pursuant to RCW 4.28.080(2), the city manager, the city clerk or the city manager’s designated agent shall be the city’s recipients for all other lawsuits as follows:

1. All other lawsuits brought against the city and/or its past and present officers and employees shall be filed or served upon the city manager, the city clerk or the city manager’s designated agent during normal business hours at his or her office.

2. The city manager’s and city clerk’s offices are located at Fife City Hall, 5411 23rd St. E., Fife, WA 98424.

3. No other person or staff is authorized to receive such lawsuits on behalf of the city. (Ord. 1777 § 1 (Exh. A), 2012; Ord. 1604-06 § 1, 2006).

2.20.250 City clerk responsible for administering public bidding procedures.

In addition to the duties described in other provisions of this code, the city clerk is responsible for administering the public bidding procedures in accordance with local, state and federal laws; officiating at bid openings; and determining responsiveness of bids prior to council award of contract.
