10.12.010 General rules and regulations.
The general park and playground rules and regulations set forth in this chapter shall apply to all Fircrest parks and playgrounds. (Ord. 551 § 3, 1966).
10.12.020 Injuring property.
No person shall cut, injure, mark, deface, remove, or disturb any flowers, trees, shrubs, buildings, fences, benches, equipment, apparatus or other structures on or in the parks or playgrounds. (Ord. 551 § 3(a), 1966).
10.12.030 Unlawful conduct.
No abusive, profane, indecent or objectionable language shall be permitted, nor conduct which tends to annoy, harm or injure others if such language or conduct is so disorderly or boisterous as to disturb and breach the public peace and order. (Ord. 1149 § 8, 1997; Ord. 551 § 3(b), 1966).
10.12.040 Animals.
No dogs, cats or other animals shall be permitted to run loose in the parks. Horses are prohibited in the parks or playgrounds without approval from the parks and recreation director. (Ord. 1149 § 9, 1997; Ord. 551 § 3(c), 1966).
10.12.050 Weapons prohibited.
No slingshots or BB guns shall be carried or used in the parks and playgrounds. Throwing of rocks or other missiles is prohibited. (Ord. 1479 § 1, 2009; Ord. 551 § 3(d), 1966).
10.12.060 Soliciting.
No person shall sell, offer or solicit for sale any goods, wares or merchandise on the parks and playgrounds without authorization from the parks and recreation director. (Ord. 1149 § 10, 1997; Ord. 551 § 3(e), 1966).
10.12.070 Alcoholic beverages.
No alcoholic beverages shall be carried, used or consumed in any area of the parks or playgrounds, except the recreation building and then only under special authorization of the parks and recreation director and in compliance with state law. (Ord. 1149 § 11, 1997; Ord. 551 § 3(f), 1966).
10.12.080 Climbing trees.
Climbing of trees, fences, poles or backstops is prohibited. (Ord. 551 § 3(g), 1966).
10.12.090 Public assembly.
Use of the parks or playgrounds for public assembly, public entertainment or exhibitions, is hereby prohibited in all areas of the parks and playgrounds without the specific written permission of the parks and recreation director. (Ord. 1149 § 12, 1997; Ord. 551 § 3(h), 1966).
10.12.100 Distributing circulars.
No circulars, cards or other matter shall be distributed generally among the users of the parks or playgrounds, and no posters, cards, notices, signs or other written materials shall be posted anywhere within the parks or playgrounds without authorization of the parks and recreation director. (Ord. 1149 § 13, 1997; Ord. 551 § 3(i), 1966).
10.12.110 Sports areas restricted.
All sports shall be restricted to their designated areas. Baseball may be played only upon diamonds provided for such purpose, and then only for the age group and with the use of balls and equipment authorized for the specific diamond by the parks and recreation director. (Ord. 1149 § 14, 1997; Ord. 551 § 3(j), 1966).
10.12.120 Airplanes and gliders.
Flying of mechanical or nonmechanical gliders or airplanes or other similar devices shall be prohibited without specific authority by the parks and recreation director. (Ord. 1149 § 15, 1997; Ord. 551 § 3(k), 1966).
10.12.130 Bicycles, skateboards, coasters, scooters, roller skates and roller blades.
Bicycles are prohibited in all areas designated for other use. Skateboards, coasters, scooters, roller skates and roller blades are prohibited except in areas and at times specifically designated by the parks and recreation director. 10.12.140 Golf balls.
No hitting of golf balls with any club, bat, stick or other object shall be permitted without authorization from the parks and recreation director. (Ord. 1149 § 17, 1997; Ord. 551 § 3(m), 1966).
10.12.150 Hours closed.
The parks and playgrounds shall be closed to all persons between the hours of 10:00 p.m. and 5:00 a.m. without special written permission of the parks and recreation director. (Ord. 1331 § 1, 2003; Ord. 1149 § 18, 1997; Ord. 551 § 3(n), 1966).
10.12.160 Refuse – Depositing.
All refuse, litter and garbage shall be deposited in containers provided for such purpose, and shall not be thrown, dropped or left in any park or playground area. (Ord. 551 § 3(o), 1966).
10.12.170 Smoking within city parks prohibited.
It is unlawful for any person to smoke or light cigars, cigarettes, tobacco, or other smoking material within all park properties, including parking lots, municipal pool, sports and athletic fields, walking trails, nature parks, and city owned gardens. The park director or city manager shall post signs in appropriate locations, prohibiting smoking in the designated smoke-free areas. (Ord. 1573 § 1, 2016).
10.12.180 Use of electronic smoking devices prohibited within city parks.
It is unlawful for any person to use an electronic smoking device within all park properties, including parking lots, municipal pool, sports and athletic fields, walking trails, nature parks, and city owned gardens. The park director or city manager shall post signs in appropriate locations, prohibiting electronic smoking in the designated electronic smoke-free areas. (Ord. 1577 § 1, 2016).
