12.26.010 System for naming roadways and numbering buildings.
(a) The following Fircrest perimeter roadways, defined as 19th Street West, Orchard Street, Fordham Street, 67th Avenue West, and Mildred Street West, will be numbered in accordance with the adjoining Pierce County street addressing grid applied to the city of Tacoma and city of University Place. North-south numbering will start at 1900 at 19th Street West and end at 4399 at Fordham Street. East-west numbering will start at 5100 at Orchard Street and end at 6699 at 67th Avenue West and Mildred Street West.
(b) The remaining Fircrest roadways, defined as all roadways except those specified in subsection (a) of this section, will be numbered in accordance with the Fircrest street addressing grid originally established for Regents Park plat and Regents Park No. 2 plat and subsequently extended through annexation. North-south numbering will start at 100 at 19th Street West and Columbia Street and end at 1599 at Fordham Street. East-west numbering will start at 100 at Orchard Street and end at 1599 at 67th Avenue West and Mildred Street West. The city council may determine that for areas annexed to the city subsequent to 1996, roadways may remain numbered in accordance with the adjoining Pierce County street addressing grid, provided such numbering will not be detrimental to the effective and timely provision of emergency medical and law enforcement services.
(c) Properties which: (1) have frontage on a perimeter roadway defined in subsection (a) of this section; and (2) have vehicular access to the perimeter roadway only via a roadway as defined in subsection (b) of this section, e.g., Flora Drive, may be numbered in accordance with the Pierce County grid as a perimeter roadway and addressed on the roadway defined in subsection (b) of this section if the city council determines that such numbering and addressing will render the property easier to locate.
(d) Numbers assigned to the west and south sides of a street will be even, and those assigned to the north and east sides will be odd.
(e) Only thoroughfares running north and south will be designated avenues.
(f) Only thoroughfares running east and west will be designated streets.
(g) Roadways running at angles and curves may be designated as ways, drives, lanes, parkways or boulevards.
(h) A cul-de-sac with a short entrance will not be named, but will be a part of the roadway from which it emanates. A cul-de-sac with an entrance longer than 100 feet may be designated a court and must bear the same name as the roadway from which it emanates, i.e., a cul-de-sac emanating from Daniels Drive would be named Daniels Court if it is to be named at all. If more than one cul-de-sac emanates from a roadway and a cul-de-sac on this roadway has already been designated a court, the additional cul-de-sac may be designated a lane or place and must bear the same name as the roadway.
(i) Places will be used to designate any roadway which exits and re-enters the same roadway, and will bear the same roadway name, i.e., Daniels Place, off Daniels Drive.
(j) Ways will be used to designate winding roadways and will be named for the nearest roadway which they approximately parallel.
(k) Numbering on diagonal roadways with exactly 45 degrees bearing will be based upon the north-south numbering; otherwise numbering will be based upon the nearest north-south or east-west bearing.
(l) Established roadway names will be extended to and through new additions regardless of whether the roadway is continuous, unless the city council determines that an alternative name will not be detrimental to the effective and timely provision of emergency medical and law enforcement services.
(m) On short roadways where all houses have frontage on another roadway, the short roadway will not be named and corner houses will be numbered on a named roadway.
(n) Except as provided below, all streets, avenues, boulevards, ways, places, drives, lanes, parkways and other roadway categories will be named. Streets located within areas annexed subsequent to 1996, and perimeter streets defined pursuant to subsection (a) of this section, may retain existing numbered street names or be assigned new numbered street names at the discretion of city council. 12.26.020 Application of chapter – Subdivision plats – Specific changes.
This chapter shall be the basis for naming roadways and numbering houses in future additions and annexations to the city of Fircrest. Roadway names shown on subdivision plats will be subject to approval of the hearing examiner. Specific changes in roadway names deemed necessary to change those now existing will be in accordance with this policy and upon recommendation of the hearing examiner and approval by the council of the city of Fircrest. 12.26.030 Placing numbers on buildings.
All buildings presently existing or which may hereafter be constructed within the city, except garages and other accessory out buildings, shall be numbered; and it shall be the duty of the owner or occupant of any such building to place the proper building number thereon. Numbers shall be placed so as to be clearly visible from the street and shall be not less than two inches high. (Ord. 477 § 2, 1964).
12.26.040 Assignment of numbers – Entering on master map – Notice of changes.
Building numbers shall be assigned by the planning/building director and shall be entered on a master map kept on file in the planning/building department. In case of change of building numbers to conform to this policy, owner will be notified in writing by the planning/building director at least 30 days in advance of change. 12.26.050 Violations – Penalty.
Failure to place the proper number on any building required to be numbered, or placing or maintaining an erroneous number on any such building, shall constitute a violation of this chapter and shall be a misdemeanor. Each day during which any owner or occupant fails to place the proper number on any building required to be numbered, or fails to correct any erroneous number on any such building, after being notified by any city official to do so, shall constitute a separate and distinct violation.
