16.24.010 State laws applicable.

The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within the city, except as increased or decreased pursuant to this chapter. The speed regulations shall be applicable upon city streets or in certain other areas, and it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared pursuant to this chapter when signs are in place giving notice thereof. 16.24.020 Decrease of state maximum speed limit at certain intersections.

When it is determined upon the basis of an engineering and traffic investigation that the speed permitted by state law upon certain street intersections is greater than is reasonable or safe under the conditions found to exist upon such streets, the city manager may decrease the speed limit thereat, which shall be effective at all times or during hours of daylight or darkness or at the time specified within those intersections so designated, which speeds so declared shall be effective at the times specified when appropriate signs are erected at such intersections or upon approaches thereto giving notice of the speed limit so declared thereat. 16.24.030 Increasing speed limit in certain zones.

When it is determined upon the basis of an engineering and traffic investigation that the speed permitted by state law upon certain streets is less than is necessary for safe operation of vehicles thereon by reason of the designation and sign posting of said streets as arterial highways and/or by reason of widely spaced intersections, the city manager may increase the speed limit on those streets or parts of streets so designated at the times specified when signs are erected giving notice thereof, but in no case shall the speed limit exceed 35 miles per hour. 16.24.040 Decrease of state law maximum speed.

When it is determined upon the basis of an engineering and traffic investigation that the speed permitted by state law outside of business and residence districts is greater than is reasonable or safe under the conditions found to exist upon such streets, the city manager may decrease the speed limit upon such streets, which speed shall be effective upon those streets so designated, which speed so declared shall be effective at the speeds and times specified when appropriate signs have been erected giving notice of the speed limit so declared thereat. 16.24.050 Regulation of speed by traffic signals.

The city manager is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner. (Ord. 938 § 1, 1989).
