Proceedings to foreclose any local improvement delinquent assessments or delinquent installments thereof under authority of RCW Chapter 35.50 shall be commenced on or before July 1st in any year after the city treasurer has mailed to the person whose names appear on the assessment roll as owners of the property charged with the assessments or installments which are delinquent, at the address last known to the treasurer, a notice, mailed thirty days before the commencement of the proceedings, which notice shall state the amount due upon each separate lot, tract or parcel of land and the date after which the proceedings will be commenced.  (Prior code §3.25.010)
