2.28.010 Definitions.
Words used shall have the following meanings:
“Commission” means the parks and recreation commission.
“Park” means an area of land, with or without water, developed and used for public recreational purposes, including landscaped tracts; picnic grounds; playgrounds; athletic facilities; recreation centers; camps; foot, bicycle and bridal paths; motor vehicle drives; wildlife sanctuaries; museums; zoological and botanical gardens; facilities for bathing, boating, hunting and fishing as well as other recreational facilities for the use and benefit of the public. 2.28.020 Created – Commission.
There is created a parks and recreation commission consisting of five commissioners who shall be appointed by the mayor, with the consent of the city council, from citizens of recognized fitness for such positions who reside in the Granite Falls area. No commissioner shall receive any compensation for his or her service. [Ord. 820 § 1, 2011.]
2.28.030 Terms – Vacancies.
(A) The term of office of each commissioner shall begin on September 15, 2011, and shall be for three years unless that tenure expires by reason of death, resignation, inability to serve or by removal by the mayor; provided, however, that original appointments shall be made so that two commissioners are appointed for three years, two commissioners for two years, and one commissioner for one year.
(B) Any commissioner may be removed from the commission at any time for any reason by the mayor.
(C) Any commissioner vacancy shall be filled for the unexpired term in the same manner as the original appointment. [Ord. 820 § 1, 2011.]
2.28.040 Officers – Meetings – Quorum.
(A) Immediately after their appointment, members of the commission shall meet and organize by electing from the members of the commission a chairperson, a vice-chairperson and such other officers as may be necessary. It shall be the duty of the chairperson, or the vice-chairperson in the absence of the chairperson, to preside at all meetings of the commission and of the city clerk or his/her designee to keep minutes of all meetings and of all proceedings of the commission. A majority of the commission shall constitute a quorum for the transaction of business and a majority takes precedence.
(B) The commission shall hold at least one regular meeting during every two-calendar-month period at a regular time and place to be designated by vote of a majority of the commission. Special meetings may be held at any time as called for by the chairperson, or vice-chairperson in the chairperson’s absence, or by any three members requesting a special meeting. All commission meetings shall be open to the public unless the subject under consideration would be a proper subject for executive session under the Open Public Meetings Act (Chapter 42.30 RCW). 2.28.050 Duties of the commission.
The commission shall be an advisory commission to the city council. The commission shall have the duty to make recommendations and report to the city council. The commission is responsible to oversee and report to the council regarding all cultural and recreational activity that will employ the leisure time of the people in a constructive and wholesome manner, including but not limited to all parks, play and recreational grounds, recreation facilities, ball fields, community buildings, and community events. The commission shall review, oversee, report and make recommendations to the council regarding all aspects of planning, promoting, operating, managing, maintaining, improving, developing, constructing, and acquiring city property, structures, equipment, activities, and events relating to cultural, recreational or “park” purposes, specifically including grant applications, donations, and the setting of fees, rules and regulations, and as otherwise directed by the city council.
