10.15.010 Residential parking.
Except if stated otherwise, parking is allowed along town right-of-way between 6:00 a.m. and 11:00 p.m.
(1) Parallel Parking. Vehicles parked along Hunts Point Road must be positioned parallel with the road headed in the direction of lawful traffic movement and with all wheels off the surfaced portion of the roadway.
(2) Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a police officer or official traffic control device, no person shall:
(a) Stop, stand or park a vehicle:
(i) On the roadway side of any vehicle stopped or parked at the edge of the curb of a street;
(ii) On a sidewalk or street parking strip;
(iii) Within an intersection;
(iv) On a crosswalk;
(v) Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless official signs or markings indicate a different no-parking area opposite the ends of a safety zone;
(vi) Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
(vii) Upon any bridge or other elevated structure upon a highway;
(viii) In the area between roadways of a divided highway including crossovers;
(ix) At any place where official signs prohibit stopping; or
(x) Within private land in such a manner or under such conditions as to leave available less than eight feet of width of the roadway for the free movement of vehicle traffic or in such a position to block the driveway entrance to any abutting property.
(b) Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
(i) In front of a public or private driveway or within five feet of the end of the curb radius leading thereto;
(ii) Within 15 feet of a fire hydrant;
(iii) Within 20 feet of a crosswalk;
(iv) Within 30 feet upon the approach to any flashing signal, stop sign, or traffic control signal located at the side of a roadway; or
(v) At any place where official signs prohibit standing.
(c) Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading property or passengers at any place where official signs prohibit parking.
(3) Exceptions. Residents unable to access their garage or off-street parking space due to construction or other valid reason may obtain a written permit good for 30 days from the Medina Police. Permits issued pursuant to this section must be placed on the vehicle dashboard and must be visible for inspection. Permit renewals may be authorized by Medina Police.
(4) A limited exception may be secured by obtaining a written permit from the Medina Police for a significant assembly or gathering of people and according to the reasonable conditions and limitations thereof in respect to time, hours of light and darkness, peak traffic conditions and reasonable access for emergency vehicles, especially firefighting equipment.
(5) Violations. A violation of this section shall be an infraction, punishable by a fine in the amount of $75.00. In addition, there shall be a penalty of $25.00 for failing to pay the fine or to appear for any court proceedings scheduled in response to an infraction for a parking violation. [Ord. 519 § 4, 2016]
10.15.020 Commercial parking.
Except if otherwise stated, commercial vehicle parking is allowed along town right-of-way immediately in front of the serviced residence between 7:00 a.m. and 5:00 p.m. Monday through Friday, and between 9:00 a.m. and 2:00 p.m. Saturday. Commercial vehicle parking along the town right-of-way is not allowed on Sundays and legal holidays.
(1) For purposes of this section, “commercial vehicle” refers to all vehicles not belonging to town residents, their family members, or invited guests, that are used for commercial purposes, including but not limited to vehicles owned or operated by persons engaged in landscape maintenance, home maintenance, house cleaning, deliveries, or any other commercial purpose, but specifically does not include construction vehicles as defined in HMPC 10.15.025.
(2) Parallel Parking. Commercial vehicles parked along Hunts Point Road must be positioned parallel with the road headed in the direction of lawful traffic movement and with all wheels off the surfaced portion of the roadway.

(c) Park a commercial vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading property or passengers at any place where official signs prohibit parking.
(4) Exceptions. Commercial vehicles unable to park in the above stated location or to access the garage or off-street parking space of the resident’s property due to construction or other valid reason may obtain a written permit from the Medina police. Permits issued pursuant to this section must be placed on the vehicle dashboard and must be visible for inspection. Permit renewals may be authorized by Medina police.
(5) If adequate commercial vehicle parking conforming with this section is not available, it shall be the responsibility of the property owner to provide transportation to and from other parking facilities outside town limits, or to make other arrangements not inconsistent with this section.
(6) Violations. A violation of this section shall be an infraction, punishable by a fine in the amount of $75.00. In addition, there shall be a penalty of $25.00 for failing to pay the fine or to appear for any court proceedings scheduled in response to an infraction for a parking violation. 10.15.025 Construction vehicle parking.
(1) “Construction vehicle” is defined for purposes of this section as any site development or construction-related vehicles and equipment, including personal vehicles operated by site development and construction-related workers. The term “construction vehicle” specifically excludes the following vehicles:
(a) Construction vehicles associated with private development or construction projects that do not require the issuance of permits through the town of Hunts Point.
(b) Public development or construction projects authorized or managed by the town engineer.
(c) Vehicles on official town business.
(2) Use of the public right-of-way and town property shall comply with the town of Hunts Point Municipal Code.
(3) Construction vehicle parking is limited to within the boundary of privately owned property. Construction vehicle parking is not permitted anywhere within the town right-of-way or other town-owned property, including street pavement and paved or unpaved shoulders.
(4) If adequate construction vehicle parking conforming with this section is not available, it shall be the responsibility of the property owner or the agent of the owner to provide transportation to and from other parking facilities outside town limits, or to make other arrangements not inconsistent with this chapter.
(5) The use of any unauthorized control device, sign, or material placed outside of privately owned property to direct or contain construction vehicle parking is prohibited.
(6) Use of public right-of-way associated with private site development or private construction work other than as described in this section shall be according to a prior issued town of Hunts Point right-of-way use permit.
(7) Violations.
(a) A violation of this section by any owner or operator of building site development and construction-related vehicles and equipment, or by the operator of any personal vehicle operated by site development and construction workers, shall be an infraction, punishable by a fine for the first offense of $150.00. The fine shall double for each successive offense within any period of 24 consecutive months (e.g., $300.00 for the second offense, $600.00 for the third offense, $1,200 for the fourth offense, etc.).
(i) The town at its discretion may issue one or more warnings prior to the issuance of an infraction.
(ii) Warnings associated with subsequent issuance of an infraction shall be deemed as a compounding prior offense for the purpose of issuance of fines.
(b) A violation of this section is committed by the general contractor on any development or construction site when, with notice of any one or more infractions committed in violation of this section related to such development or construction site, the general contractor causes, permits, or fails to stop the commission of one or more additional infractions. The first such violation of this subsection by a general contractor shall be an infraction, punishable by a fine of $500.00. Any subsequent violation of this subsection by a general contractor within any period of 24 consecutive months shall be punishable by a fine of $1,000 and a “stop work” order shall be posted at the site, halting all development and construction activity for a minimum of 24 hours and until the town approves the general contractor’s plan to ensure that no further violations of this section will occur. 10.15.030 Town engineer authorized.
The town engineer is hereby authorized under direction of the town council to erect signs indicating no parking upon any street within the limits of the town of Hunts Point. [Ord. 519 § 4, 2016]
