3.04.010 Claims against the city.

Whenever the city shall become liable to any person or persons in any sum or sums of money the payment of which is not otherwise provided for by law or ordinance, the claimant shall make out a detailed account thereof and then shall present the same to the clerk-treasurer to be transmitted to the council who shall then carefully examine the same and if in their opinion the account is correct and should be paid, they shall allow the same and the clerk-treasurer shall endorse on such account the allowance thereof and a warrant shall be issued by the mayor in favor of the claimant countersigned by the clerk-treasurer and stamped with the seal of the city payable out of the treasury; provided, that no resolutions or order for the payment of money shall be passed at any other than a regular meeting and no such resolution or order shall have any validity or effect unless passed by the vote of at least three councilmembers. 3.04.020 Review of claims.

The council may refer any claim so presented to them for payment to the committee on finance for examination and adjustment but all such claims shall be reported back to the council for approval and final action. (Ord. 7 § 2, 1891)

3.04.030 Payment of claims or obligations of the city.

Pursuant to RCW 35A.04.020, payment of claims or obligations of the city shall be by check. The qualified public depository, whereon such checks are to be drawn, shall be the Bank of Pacific located at Ilwaco, Washington, with the city officers authorized to sign checks being the city treasurer, city clerk, mayor and the pro tem mayor, with two (2) of the previous four (4) signatures required.
