2.56.010 Created.
There is created a department of the city, known as the “Kelso Public Library” to provide library services to the inhabitants of the city. The library shall be under the supervision of the library director, who shall be appointed by the city manager with the advice and counsel of the library board. (Ord. 2972 § 7(A), 1985)
2.56.020 Library director—Powers and duties.
The powers and duties of the library director shall be:
A. To manage and control all aspects of library operation, including the care of library facilities and the supervision of all library employees;
B. To purchase books, periodicals, maps, recordings and any other materials, supplies and equipment necessary for the orderly and efficient operation of the library;
C. To prepare the annual report to the State Library as required by RCW 27.12.260 and to file a copy with the clerk-treasurer;
D. With the advice and counsel of the library board, to prepare and administer the annual budget;
E. With the advice and counsel of the library board, to establish and enforce rules governing the use of the library, its building(s) and equipment and rules of conduct and behavior of persons using and frequenting the library;
F. With the advice and counsel of the library board, to make recommendations relative to the scope and quality of library services provided. (Ord. 2972 § 7(B), 1985)
2.56.040 Computer users' rules and procedures.
The public computer users' rules and procedures revised and approved by the library board September 8, 2003, a copy of which is attached to the ordinance codified in this section and incorporated herein by this reference, be and the same are hereby approved and adopted as the policy of the Kelso Public Library.
